RE: P.O. 6739 - FY18-19 Budget Amendment Number 2—Pleasure Island Fund
Introduction: A budget amendment for$305,600 is requested to cover unspent plus additional
expenditures in the Pleasure Island Fund for the bulkhead replacement project and repairs to
the golf club house. $345,000 was budgeted in FY 2018, however the bulkhead project was
not completed as planned. $73,648 was spent in FY 2018 leaving a balance to complete the
project of$271,352 which needs to be re-appropriated for FY 2019. And an additional $8,500
is needed to cover the cost of crane disassembly and removal (as requested on P.R. 20561). A
second project to fund repairs to the golf club house requires $25,600 (as requested on P.R.
20564). The estimated working capital balance in the Pleasure Island Fund will be reduced by
$34,100 to $288,909 at the end of this fiscal year if all other revenues and expenditures come
in as budgeted.
Background: The FY 18-19 budget was approved on September 11, 2018. This is the second
budget amendment requested for this budget year.
Budget Impact: An additional $305,600 needs to be appropriated to the Pleasure Island fund
for FY2019 to cover approximately$280,000 in unspent funds from FY 2018 as well as
$34,100 in additional funds needed to complete the bulkhead project and make repairs to the
golf club house. Funds will be available in account number 450-1293-549-89-00 ($280,000)
and 450-1291-549-32-00 ($25,600).
Recommendation: The attached Proposed Ordinance No. 6739 amends the budget to reflect
required payments and we recommend that the City Council approve it as presented.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY
OF PORT ARTHUR BUDGET FOR THE FISCAL YEAR
BEGINNING OCTOBER 1,2018 AND ENDING SEPTEMBER 30,
2019 BY$305,600 FOR THE PLEASURE ISLAND FUND.
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may
make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code; and
WHEREAS, on September 11, 2018, the City Council approved and adopted Ordinance 18-50
which appropriated the 2018-2019 budget; and
WHEREAS, on October 30, 2018, the City Council approved and adopted ordinance No. 18-66,
which amended ordinance No. 18-50.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following funds/departments Budget be increased (decreased) as shown:
Pleasure Island Fund $305,600
Section 3. That Section 8 of Ordinance 18-50 is amended to read:
That there be and is hereby appropriated the sum of One Million, Two Hundred Forty Thousand,
One Hundred Sixty Five Dollars ($1,240,165) to the General Fund for the payment of the Operating
Expenses, and necessary Capital Outlay for Pleasure Island.
Section 4. That estimated Working Capital Balance in the Pleasure Island Fund shall be
decreased by $34,100 at the end of this fiscal year if all other revenues and expenditures come in
as budgeted.
Section 5. That a copy of the caption of this Ordinance be spread upon the minutes of the City
Council.
Section 6. That this Ordinance shall be effective immediately.
