Part of the re- permitting process is a requirement to increase the solids-handling capacity. The installation of these pumps is critical to the plant being re-permitted. The intent of this Agenda Item is to seek the City Council's approval for the purchase of(2)— 8" Sludge Pumps for the Port Acres Wastewater Treatment Plant. These pumps are larger than the ones currently installed, they are being upgraded to help bring the treatment plant into compliance with the new TCEQ permit. These pumps are from a sole-source vendor, Pump Wrxs & Controls, of Pearland, Texas. The cost of these pumps is $29,794.00, and is budgeted in account number 410-1256- 532.42-00 (Equipment Maintenance). Background: The Port Acres plant is being re-permitted to be able to handle more flow, and therefore bring it into compliance with current flow conditions. Part of this upgrade requirement is to increase the solids-handling capacity. The installation of these pumps is critical to the plant being re- rated. Budget Impact: These 2 — 8" pumps cost $29,794.00. It is a budgeted amount from account #410-1256- 532.42-00 (Equipment Maintenance). A RESOLUTION AUTHORIZING THE PURCHASE TWO (2) — 8" SLUDGE PUMPS FOR INSTALLATION AT THE PORT ACRES WASTEWATER TREATMENT PLANT FROM PUMP WRXS & CONTROLS OF PEARLAND, TEXAS, WITH AN ESTIMATED BUDGETARY IMPACT OF $29,794.00; FUNDING AVAILABLE IN ACCOUNT NO. 410-1256-532.42-00 (WASTEWATER TREATMENT/EQUIPMENT MAINTENANCE) WHEREAS, the Director of Water Utilities is responsible for the Wastewater Treatment Plants; and, WHEREAS, the Port Acres Wastewater Treatment Plant is being re-permitted to be able to handle more flow, and therefore bring it into compliance with current flow conditions; and, WHEREAS, a part of this upgrade requirement is to increase solids-handling capacity at the Port Acres Wastewater Treatment Plant; and, WHEREAS, the purchase of two (2) - 8" Sludge Pumps for the Port Acres Wastewater Treatment Plant serve as an upgrade to help bring the Wastewater Treatment Plant into compliance with our TCEQ permit; and, WHEREAS, the City of Port Arthur has standardized the design of Self-Primer pumps in our wastewater conveyance and treatment systems, and Weir Specialty Pumps of Salt Lake City, Utah, is the sole source supplier for WEMCO Self-Primer pumps and parts, and Pump Wrxs & Controls, LLC of Pearland, Texas, is the vendor for WEMCO pumps (see sole source letter attached as Exhibit"A"; and, WHEREAS, a quote for two (2) - 8" Sludge Pumps for the Port Acres Wastewater Treatment Plant was solicited from sole-source vendor, Pump Wrxs & Controls, of Pearland, Texas, with the cost of$29,794.00 (Exhibit A) available in account#410-1256-532.42-00; and, WHEREAS, the installation of these pumps is critical to the plant being re-rated; NOW THEREFORE, P. R. No. 20526 10/30/18 ds Page 2 of 3 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, City Council hereby approves the purchase of two (2) — 8" Sludge Pumps for the Port Acres Wastewater Treatment Plant from Pump Wrxs & Controls, LLC of Pearland, Texas, with an estimated budgetary impact of $29,794.00, funds are budgeted and available in account #410-1256-532.42-00; and, THAT, a copy of the caption of this Resolution shall be spread upon the Minutes of the Meeting of the City Council.
