Introduction:
The intent of this agenda item is to seek the City Council's approval for the City Manager to
retain the services of David Cargill,the original artist,to restore the vandalized bronze statue
The Family in the amount of$21,000.00. The award winning artist is a Southeast Texas native
and lives in Beaumont. His work is on display throughout the region.
Background:
The Friends of the Public Library gifted this statue to the City's Library in 1982. Library staff
realized vandals had stolen the artwork on February 27, 2014. The police later recovered it
from a metal recycling company in Liberty County.
Cargill,has the original molds for this artwork and is committed to completing the cleaning,
repairs, and restoration at the quoted price. This includes recasting parts as needed. In 2014
Dexter S. Augier appraised its retail replacement value at$120,000.00. Allowing the original
artist to affect the restoration will ensure the integrity of the artwork and its value.
Budget Impact:
Funds in the amount of$21,000.00 are available through account 102-1421-553-32-00;
Library Special Fund.
Recommendation:
The Library Staff, in consultation with the Library Board and Friends of the Library,
recommend that City Council grant approval to the City Manager to retain the services of
David Cargill to restore The Family statue as discussed and/or outlined above.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO RETAIN
THE SERVICES OF DAVID CARGILL TO RESTORE THE BRONZE
STATUE THE FAMILY AT THE PUBLIC LIBRARY WITH A
PROJECTED BUDGETARY IMPACT AMOUNT OF $21,000.00. FUNDS
ARE AVAILABLE IN LIBRARY SPECIAL FUND ACCOUNT NO. 102-
1421-553-32-00.
WHEREAS, The Friends of the Public Library presented the bronze statue The Family to
the Library in 1982; and
WHEREAS, the gift was dedicated to the City's Librarian Lucy Stiefel; and,
WHEREAS,the statue was vandalized and stolen in February 2014; and,
WHEREAS,the statue's retail replacement value was appraised at$120,000.00; and,
WHEREAS, the original artist, David Cargill, is committed to the cleaning, repairing,
and restoration of the sculpture; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized and directed to retain the services of
David Cargill, for the cleaning, repairing, and restoration of the statue The Family as described in
the email from the artist dated July 19, 2018, which is a sole source procurement, attached hereto
as Exhibit "A", photographs attached hereto as Exhibit "B", and appraisal documentation
attached hereto as Exhibit"C".
THAT, the projected budgetary impact amount of$21,000.00 will be charged to Account
No. 102-1421-553-32-00,the Library Special Fund.
THAT, a copy of this caption be spread upon the Minutes of the City Council.

Subject: Bronze Sculpture Restoration
Dear Mr. Williams:
The sculpture was broken, bent, and torn from its base, then cut into
pieces. After receiving the pieces I spent time matching the pieces to their
place and order. One section was missing. There is visible bending in one
area where the figures were ripped from the base. It is possible there is
bending in other areas but will be determined when sections are put
together. I was able to locate my original molds, and found the mold for the
missing section, so I can remake the missing section and cast a bronze
replacement.
Restoration involves cleaning all the pieces, and removing the patina back
down to the original base metal. In welding the cuts, great care must be
taken that the sections neither gain or lose length, as sawing has removed
metal. The welding and chasing of the welds should not be visible, but will
disappear. Once everything has been put back together, the work will be re-
patinaed, and will be ready to put in place.
The welding alone will probably take one hundred hours to complete,
spread out over time. Often the welding will require not only a skilled
welder who has experience with repairing bronze sculpture, but a second
person to assist. Casting the missing piece will also take my time and
foundry work.
All of the above has many possible variations, so making an itemized cost
list would not be a realistic approach for either party. The only way I know
to put a price on this restoration is based on past work of this nature.
I always felt like the piece was one of my important expressions, and I am
relieved that it might not be lost. I will commit to completing this
restoration for under $21,000 so as to allow to spend the necessary time,
material, travel, and assistance to carry out the work. Please feel free to

Intended User(s): This Appraisal can be used and relied upon by the client and appropriate court(s)
at law and a designated insurance company, broker, agent, underwriter, adjuster. Any other user is
considered an unintended user, and this report is not valid for any other purpose.
Method of Examination: The sculpture was not physically available for examination, therefore this
appraisal is based on the photographs and information received from the Port Arthur Police
Department.
Photography: Photographs were provided by the client for identification purposes, and are included
in this appraisal for ease of identification.
Type of Value: Retail Replacement Value, defined as: the highest amount in terms of US dollars that
would be required to replace a property with another of similar age, quality, origin, appearance,
provenance and condition within a reasonable length of time in an appropriate and relevant market.
When applicable, sales and or import tax, commissions and or premiums are included in this amount.

Approach to Value & Market Examined: The "Market Comparison" approach analyzes recent sales of
comparable articles at regional, national, and international auctions, private and public sales, shows
and exhibitions, as well as prevailing prices at retail shops and galleries where the article may
normally be traded. Adjustments are then made for each article which considers age, condition,
rarity, artistic merit, technical workmanship, current trends, and availability of an article as compared
to such recent sales. In addition, the original artist, David Cargill, was consulted to determine cost of
replacement.
Method of Research: Research was conducted in the offices of Finder's Fayre. The office is
equipped with an extensive library of research books and auction catalogues. Additional research
was conducted on the Internet, using standard search engines, as well as pricing and research data
bases to which Finder's Fayre subscribes. Appropriate galleries and auction houses were also
contacted for information when necessary.
