HomeMy WebLinkAboutPR 20562: CHANGE ORDER NO. 1 RECONSTRUCTION OF THEREE (3) HOUSES INTEROFFICE MEMORANDUM HOUSING ASSISTANCE PROGRAMS To: Harvey Robinson, Interim City Manager From: Beverly Freeman, Director of Housing and Neighborhood Revitalization Date: October 30, 2018 Re: P.R. 20562 Nature of Request: The Housing Division recommends City Council adopt Proposed Resolution No. 20562 authorizing the City Manager to execute Change Order No. 1 with Paramount Design and Development, to use contingency funds in the amount of $3,500 for a change to the setback from 20 feet to 30 feet for 2913 58th Street, and extending the contract time 20 days. Per Resolution No. 18-407 City Council authorized the award of a contract to Paramount Design and Development to reconstruct 3 houses in the amount of $400,000, which included a contingency of $15,000. The staff is requesting that the $3,500 will be deducted from the $15,000 contingency. Staff Analysis/Considerations: The Housing Division recommends moving the house located at 2913 58th Street from a 20 foot setback to a 30 foot setback. The road in front of the house is very narrow and for the safety of the homeowner it is recommended to move the house back another 10 feet. The cost of the change order will be $3,500, which is available in the authorized contingency funds per Resolution No. 18-407; however, prior City Council approval is required. Due to this setback change, we will need to extend the contract 20 days. No. 20562 Date: 11/01/18 BF/DF/GT RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 1 TO THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND PARAMOUNT DESIGN AND DEVELOPMENT OF BEAUMONT, TEXAS, FOR THE RECONSTRUCTION OF THREE (3) HOUSES, AND CITY COUNCIL AUTHORIZATION OF THE EXPENDITURE OF CONTINGENCY FUNDS IN THE AMOUNT OF $3,500.00, AND INCREASING THE CONTRACT TIME BY 20 DAYS TO A NEW TERM OF 110 DAYS. WHEREAS, pursuant to Resolution No. 18-407, the City Council authorized a contract with Paramount Design and Development of Beaumont, Texas, for the reconstruction of 3 houses in the amount of $400,000, which included a contingency of $15,000; and, WHEREAS, the property located at 2913 58th Street is on a very narrow street, and for the safety of the homeowner, it is recommended to change the setback from 20 feet to 30 feet; and, WHEREAS, staff is requesting the City Council approve Change Order No. 1 to change the setback from 20 feet to 30 feet for the property located at 2913 58th Street, and an extension of contract time by 20 calendar days due to the change; and, WHEREAS, the use of contingency funds requires prior City Council approval; and, WHEREAS, staff and Paramount Design and Development has submitted Change Order No. 1 (attached hereto as Exhibit "A") to change the setback from 20 feet to 30 feet at 2913 58th Street, using contingency funds of $3,500.00, and extending the completion date by 20 days; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. THAT the facts and opinions in the preamble are true and correct. Section 2. THAT the City Council hereby authorizes the City Manager to execute Change Order No. 1 between the City and Paramount Design and Development of Beaumont, Texas, to change the setback of the house located at 2913 58th Street from 20 feet to 30 feet, and authorizes the expenditure of contingency funds in the amount by $3,500.00, and extending the contract term by 20 days to a new term of 110 days. Section 3. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
