I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Monday, October 8,
2018 at 4:04 p.m. in the City Council Chamber, City Hall, with the following members
present: Councilmembers Raymond Scott, Jr., Harold Doucet, Sr., Cal Jones and
Kaprina Frank; Interim City Manager Harvey Robinson; City Secretary Sherri Bellard and
City Attorney Valecia Tizeno.
Mayor Derrick Freeman, Mayor Pro Cal Kinlaw, III. and Councilmembers Charlotte
Moses were absent from the Special Executive Session.
Closed Meeting:
(1) Section 551.071 Government Code — To Receive Legal
Advice And Consultation With The City Attorney Related To
Potential Claims And Outstanding Contractual Obligations
Of The City
(2) Section 551.071 Government Code — To Receive Legal
Advice And Consultation With The City Attorney Related To
The City's Implementation Of Employment And Labor Law
Practices And Potential Litigation
(3) Section 551.072 Government Code — To Discuss The Value
Of The Land (4.0 Acres Of Land Located On Port Plaza Drive
And Medical Center Drive)
(4) Section 551.087 Government Code — To Discuss Economic
Development Incentives In The Industrial District/ETJ
(5) Section 551.074 Government Code — To Discuss The Duties
And Responsibilities Of The Interim City Manager
The City Council recessed their meeting at 4:05 p.m. to meet in Executive Session to
consider the above-mentioned topics, and reconvened their meeting at 5:34 p.m. with
the following members present: Councilmembers Scott, Jones, Doucet and Frank;
Interim City Manager Robinson; City Secretary Bellard; City Attorney Tizeno and
Sergeant At Arms Chief Tim Duriso.
Motion In Open Session
The City Attorney read the following motion into the record:
A Motion Authorizing The Sale Of City Owned Property Located At
Port Plaza Drive And Medical Center Drive At A Listing Price Equal
To Fair Market Value As Required By The Texas Local
Government Code
Upon the motion of Councilmember Frank, seconded by Councilmember Jones and
carried, the above-mentioned motion was adopted.
Voting Yes: Councilmembers Doucet, Scott, Jones and Frank.
Voting No: None.
III. ADJOURNMENT
The Special Executive Session ended at 5:32 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
