R. 20583 —Emergency Repairs to Retention Pond Screens @ Montrose Pump Station • Introduction: Approval of Proposed Resolution No. 20583 for emergency repairs to the retention pond screens at Montrose Pump Station. Background: The Montrose Pump Station is in desperate need of repairs due to 68 inches of rainfall since Hurricane Harvey causing havoc to the storm water drainage system, specifically the Montrose Pump Station. Three quotes were received for the replacement of theses screens with STI Group—Southeast Texas Industries, Inc. of Buna, Texas providing the lowest and most reasonable quote in the amount of$72,500. Budget Impact: Funds are provided in account no. 001-1204-531.34-00, Public Works Department Drainage Division—Drainage Maintenance. Recommendation: It is recommended that City Council authorize the City Manager to approve P. R. 20583, as discussed and/or outlined above. These screens, which were originally installed when the pump station was built in 1983, are designed to prevent trash and other debris from reaching the pumps. Due to the heavy rainfall on Labor Day,the screens were breached causing damage to the pumps. The pumps are currently being repaired but to prevent further damaged the screens need to be replaced. Three quotes were received for these repairs with Southeast Texas Industries, Inc. of Buna, Texas providing the lowest most responsible bid at $72,500.00 At this time we are requesting approval to proceed with this repair as it is necessary for the continued maintenance of the City's stormwater drainage system. A RESOLUTION AUTHORIZING EMERGENCY REPAIRS TO THE RETENTION POND SCREENS AT THE MONTROSE PUMP STATION FROM STI GROUP — SOUTHEAST TEXAS INDUSTRIES, INC. OF BUNA, TEXAS, IN THE PROJECTED AMOUNT OF $72,500; FUNDS ARE AVAILABLE IN THE PUBLIC WORKS DEPARTMENT DRAINAGE DIVISION — DRAINAGE MAINTENANCE ACCOUNT, ACCOUNT NO. 001-1204-531.34-00. WHEREAS, the retention pond screens at the Montrose Pump Station were originally installed in 1983 when the station was built with a design to prevent trash and other debris from reaching the pump; and, WHEREAS, recently the screens have been breached causing damage to the pumps due to over 68 inches of rainfall since Hurricane Harvey; and, WHEREAS, pursuant to Section 252.022(a)(2) a procurement necessary to preserve or protect the public health or safety of the municipality's residents; and, WHEREAS, it is further authorized pursuant to Section 252.022(a)(3) because of unforeseen damage to public machinery, equipment, or other property; and WHEREAS, City staff received three quotes were received to replace the screens with STI Group — Southeast Texas Industries, Inc. of Buna, Texas, offering the lowest most responsible quote in the amount of$72,500; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, in order to protect the health and safety of our citizens, the City Council hereby authorizes that STI Group—Southeast Texas Industries, Inc. of Buna, Texas to replace the P.R.20583 11/14/18 aw retention pond screens at the Montrose Pump Station, as delineated in Exhibit "A" attached hereto, with an estimated budgetary impact of$72,500; and, THAT, funding is available in the Public Works Department Drainage Division — Drainage Maintenance account no. 001-1204-531.34-00 and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
