RESOLUTION NO.
A RESOLUTION IN SUPPORT OF A PROPOSAL TO J.P. MORGAN
CHASE ADVANCING CITIES GRANT, UNDER THE GUIDANCE OF THE
PORT ARTHUR HIGHER EDUCATION FOUNDATION
WHEREAS, JP Morgan Chase has launched "Advancing Cities", a $500 million, five-
year initiative to advance lasting solutions that will lead to more people connected to jobs
with a career pathway and living with financial security, more small business owners
growing and hiring, and economically vibrant neighborhoods; and
WHEREAS, the Advancing Cities Challenge aims are to:
1. Accelerate the progress of cities that have a shared understanding of the
biggest challenges facing their community, and
2. Drive collaboration between public, private and nonprofit actors to
advance big ideas that tackle persistent challenges to inclusive growth, and
3. Surface innovative solutions to address these persistent challenges,
particularly those challenges that underlie persistent racial and economic inequities;
and
WHEREAS, the Advancing Cities Challenge looks to address macro-level challenges
and opportunities including,
1. Persistent income and wealth inequality particularly by race and gender,
2. Growing financial and employment insecurity of vulnerable populations,
3. Increasing physical and spatial disconnection from systems and services
vital for well-being and economic opportunity,
4. Economic trends — whether it is rapid growth or stagnation that
exacerbate financial and economic disparities; and
WHEREAS, the Advancing Cities Challenge is seeking applications for funding
programs that advance these goals; and
WHEREAS, the local stakeholders include, the City of Port Arthur, Port Arthur
Independent School District, Lamar State College - Port Arthur, the City of Port Arthur
Section 4A Economic Development Corporation, the Museum of the Gulf Coast, Port Arthur
Housing Authority, local industry, Small Business Development Center, local lenders, Jireh
World Ministries and Workforce Solutions of Southeast Texas; and
WHEREAS, the stakeholders formed a "Revitalization Coalition Committee"
(Committee) to make application to J.P. Morgan Chase & Co. Advancing Cities Challenge
Grant; and
WHEREAS, the Port Arthur Higher Education Foundation (Foundation) is a
501(c)(3) non-profit organization eligible to make application for funding; and
WHEREAS, with input from the Committee, the Foundation has prepared a
collaborative grant proposal program focusing on (1) Community Revitalization, (2) Job
Skills and Employment, (3) Small Business Development, and (4) Personal Financial
Planning with a role for each of the stakeholder organizations.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That City Council hereby supports the J.P. Morgan Chase Advancing
Cities Grant proposal by the "Revitalization Coalition Committee" under the Port Arthur
Pace 2
Higher Education Foundation, attached hereto as "Exhibit A", and urges the review
committee to look favorably upon the application.
Section 3. That a copy of the caption of this Resolution shall be spread upon the
Minutes of the City Council.

2018, at a Meeting of the City Council of the City of Port Arthur, Texas, by the following
