HomeMy WebLinkAboutPR 20630: DESIGN OF BUILDING EXPANSION AND CHARGING INFRASTRUCTURE FOR PORT ARTHUR TRANSIT (PAT) City of Port Arthur Transit Department Memorandum To: Harvey Robinson,Interim City Manager Cc: Ron Burton,Assistant City Manager From: Ivan Mitchell,Transit Director Date: December 26,2018 Re: P.R.20630—Design of Building Expansion and Charging Infrastructure for Port Arthur Transit(PAT) Nature of Request:Authorize the City Manager to execute an agreement with Huitt-Zollars for engineering and design services to reconfigure Port Arthur Transit's(PAT)maintenance facility and charging infrastructure for six(6)new battery-electric buses(BEB's)not to exceed$200,000.00. Background: In 2016,PAT was awarded FTA section 5339(c)funds to purchase six BEB's. PAT is currently undergoing planning and design for an August 2019,rollout. The deployment of the six(6) BEB's requires extensive engineering to PAT's maintenance facility. In particular,the maintenance garage will undergo structural adjustments to accommodate taller vehicles,the installation of a hydraulic lift for repairs and new electric charging stations. The 5339(c)grant award requires a local and/or state match and can be supplemented by a 5307 federal allotment. Eligible expenses related to vehicle purchase require a fifteen(15)percent match. PAT will reallocate 5307 funds earmarked for the purchase of diesel vehicles. Additionally, PAT will receive Transportation Development Credits from TxDOT through the competitive application process. Eligible expenses to acquire low-or zero-emission bus equipment and facilities require a ten (10)percent match. This match will also be obtained through local funds,state grants and/or PAT's 5307 federal allotment. Recommendation: It is recommended that the City Council approve proposed P.R.20630 for engineering and design services to reconfigure Port Arthur Transit's(PAT)maintenance facility and charging infrastructure for six(6)new BEB's Budgetary/Fiscal Effect: Funding to pay for the design and engineering services is available in account 401-1509-561.82-00. 1M Iv. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH HUITT-ZOLLAR OF HOUSTON, TEXAS FOR ENGINEERING AND DESIGN SERVICES FOR PORT ARTHUR TRANSIT'S (PAT) BUILDING EXPANSION AND CHARGING INFRASTRUCTURE LOCATED AT 320 DALLAS AVENUE, PORT ARTHUR, TEXAS IN THE AMOUNT NOT TO EXCEED $200,000.00. FUNDING IS AVAILABLE IN ACCOUNT 401-1509-561.82-00. WHEREAS, Port Arthur Transit (PAT) has received funding from the FTA and TxDOT to reconfigure PAT's maintenance facility and charging infrastructure for six (6) new battery- electric buses (BEB's) located at 320 Dallas Ave., Port Arthur, Texas; and WHEREAS, the City of Port Arthur solicited a Request for Qualifications (RFQ) for engineering and design services to expand the maintenance building and install charging infrastructure at 320 Dallas Ave., Port Arthur, Texas; and WHEREAS, the City received qualification packets from seven (7) companies and Huitt- Zoller was selected based on the evaluation of the qualification criteria; and WHEREAS, per Resolution No. 18-529, the City Council authorized the City Manager to negotiate a contract price with Huitt-Zollars of Houston, Texas, based on the scope of work; and WHEREAS, Huitt-Zollar of Houston, Texas, has submitted their proposal and scope of work, which is attached to the contract; and WHEREAS, federal clauses are executed and attached as part of the contract; and WHEREAS, after the City Manager negotiated a contract price, it is recommended that the City Council approve a contract with Huitt-Zollar of Houston, Texas, for engineering and design services to expand the maintenance building and install charging infrastructure at 320 Dallas Ave., Port Arthur, Texas, in an amount not to exceed $200,000.00, in substantially the same form as attached hereto as Exhibit"A". NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct. THAT, the City Manager is hereby authorized to enter into a contract with Huitt-Zollars of Houston, Texas for engineering and design services to reconfigure PAT's maintenance facility P.R. 20630 12/26/2018 IM THAT, a copy of the caption of this Resolution be spread upon the minutes of the City Council.
