R. #20670 Introduction: The intent of this Agenda Item is to seek the City Council's approval of the draft of the Hurricane Harvey Infrastructure Community Development Block Gant—Disaster Recovery(CDBG-DR) application with the Texas General Land Office(GLO) in the amount of$11,294,842 and to solicit public comments on the draft from February 6, 2019—March 8, 2019. Background: The Texas General Land Office has allocated$11,294,842 to the City of Port Arthur for infrastructure projects under the Community Development Block Grant Disaster Recovery Program. The original due date for the Infrastructure application was January 31, 2019;however,the Texas General Land Office has granted the City a 60 day extension to submit its Infrastructure and Buyout applications. The completed applications will be submitted to the Texas General Land Office by March 31, 2019. Traylor and Associates will assist the City with completing the Infrastructure application as well as administering the program for a three year contract period. The application will include the following drainage projects: El Vista Drainage, Port Acres Drainage, Stonegate Retention, and Stonegate Golf Course area Drainage. A 30 day comment period from February 6, 2019—March 8, 2019, will allow citizens an opportunity to review and comment on the draft application that will be available on the City's website and in the Grants Management office. City Council will have an opportunity to approve the final draft and submission of the application on the March 26, 2019 City Council meeting. Recommendation: It is recommended that City Council approve P. R. #20670 as discussed above. P. R. No. 20670 01/25/2019 ME—Grants Management RESOLUTION NUMBER A RESOLUTION APPROVING THE DRAFT OF THE HURRICANE HARVEY INFRASTRUCTURE COMMUNITY DEVELOPMENT BLOCK GRANT — DISASTER RECOVERY (CDBG-DR) APPLICATION WITH THE TEXAS GENERAL LAND OFFICE (GLO) IN THE AMOUNT OF $11,294,842.12 AND TO SOLICIT PUBLIC COMMENTS ON THE DRAFT FROM FEBRUARY 6,2019—MARCH 8, 2019. WHEREAS, the City of Port Arthur has been allocated$11,294,842.12 for local infrastructure projects that will rebuild damaged infrastructure, increase resiliency, and promote long-term housing recovery; and, WHEREAS,the projects in the Hurricane Harvey Infrastructure CDBG-DR application will target drainage improvements; and, WHEREAS, a draft of the Hurricane Harvey Infrastructure CDBG-DR application, see Exhibit"A", is available for public review and comments at www.portarthurtx.gov and the Grants Management office beginning February 6, 2019—March 8, 2019; and, WHEREAS,the final draft application will be placed on the March 26, 2019 City Council agenda for approval and submission to the Texas General Land Office; now,therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Manager hereby approves the draft of the Hurricane Harvey Infrastructure Community Development Block Grant—Disaster Recovery (CDBG-DR) application with the Texas General Land Office (GLO) in the amount of$11,294,842.12 and to solicit public comments on the draft from February 6, 2019—March 8, 2019. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council. READ, ADOPTED AND APPROVED this day of A.
