PR 20674: CONTRACT WITH STANLEY CONSULTANTS, INC., EVIRMONMETAL CONSULTANT SERVICES FOR THE BROWNFIELDS GRANT
INTEROFFICE MEMORANDUM GRANTS MANAGEMENT DIVISION To: Harvey Robinson, Interim City Manager From: Mary Essex, Grants Program Administrator Date: January 28, 2019 Re: P.R. 20674 Nature of Request: The Grants Management Division recommends City Council adopt Proposed Resolution No. 20674 authorizing the City Manager to negotiate a contract with Stanley Consultants of Coralville, Iowa for Environmental Services for the 2018 Brownfields Grant. Staff Analysis/Considerations: The City of Port Arthur has been awarded a three year cooperative agreement with the U. S. Environmental Protection Agency for a Brownfields Grant in the amount of$300,000. The Assessment Grant does not require matching funds. The Brownfields grant will focus on assessing several blighted commercial properties in the downtown area and focus on implementing a redevelopment plan that will lead to business opportunities and job growth in the City's hardest hit areas by decades of economic decline. Approximately, eleven (11) Phase I Environmental Site Assessments (ESAs) will be conducted along with five Phase II ESAs. The results of the ESAs will describe the nature and extent of the environmental contaminations and provide options for remediation and redevelopment. Budget Consideration: Brownfields grant account number is 113-1051-517.56-00 (Travel), 113-1051-517.29-00 (Supplies), and 113-1051-517.59-00 (Contractual). RECOMMENDATION: The Grants Management Division recommends City Council adopt Proposed Resolution No. 20674 authorizing the City Manager to negotiate a contract with Stanley Consultants. P. R. No. 20674 01/28/2019 ME—Grants Management RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH STANLEY CONSULTANTS, INC. OF CORALVILLE, IOWA FOR ENVIRONMENTAL CONSULTANT SERVICES FOR THE BROWNFIELDS GRANT. WHEREAS, the City of Port Arthur has received qualification statements from nine (9) Consulting firms concerning the Environmental Consulting services for the 2018 Brownfields Grant; and, WHEREAS, City Staff having reviewed such statements, and scoring each using the published Evaluation Criteria, finds that Stanley Consultants, Inc. has the highest rating and recommends same to perform the Environmental Services for the Brownfields Grant; (See Exhibit"A"); and, WHEREAS,the City Council of the City of Port Arthur finds it to be in the best interest of the citizens of Port Arthur to negotiate a contract with Stanley Consultants, Inc. for the Environmental Services for the Brownfields Grant; now,therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager of the City of Port Arthur is hereby authorized and directed to negotiate a contract on behalf of the City of Port Arthur for Environmental Services for the Brownfields Grant with said contract being subject to the final approval of the City Council. Section 3. That a copy of the caption of this Resolution be spread upon the minutes of the City Council. READ, ADOPTED AND APPROVED this day of A.
