INTEROFFICE MEMORANDUM
Date: January 24, 2019
To: The Honorable Mayor and City Council
Through: Harvey Robinson, Interim City Manager
From: Rebecca Underhill, Assistant City Manager
RE: PR 20657—A Resolution Appointing a Member or Members to the Port Arthur
Downtown Reinvestment Zone
Background: On November 9, 2012,the City Council approved Ordinance 12-75 establishing
a Tax Increment Reinvestment Zone. The ordinance also established a Board of Directors for
the Zone, which"shall consist of at least five (5) members" serving two year terms. The
Board has been inactive for at least three years, so all of the previous two year terms have
expired.
Each entity is allowed at least one appointed member. "However, the City Council reserves
the right to also appoint additional members to the Board of Directors in the event a taxing
entity does not appoint a member or to add additional members to the board not to exceed 15
members." In addition to the City, the participating taxing entities are Jefferson County,
Sabine Neches Navigation District and Drainage District#7. With one appointee each, there
would only be four(4) members on the board, and five (5) are required.
Recommendation: Proposed Resolution 20657 provides for the City Council to appoint two
members to the board of the Downtown Reinvestment Zone.
