Richard, Fire Chief RE: PR 20689 Transfer Ownership of 1948 Aerial Fire Truck Introduction: The intent of this Agenda Item is to seek the City Council's approval of Proposed Resolution 20689 authorizing the transfer of ownership of a 1948 American LaFrance Aerial Fire Truck to the International Association of Fire Fighters Local 397. Background: The Fire Department has in its inventory a historical 1948 ladder truck that has been out of service for at least 40 years. The Department has retained possession of this vehicle for historical purposes. The Fire Department needs space for recently purchased response equipment, and has moved the vehicle from Fire Station Number 2, to the City Garage. This vehicle does not run and will need extensive work on the motor to make it street operational, the ladder will not be operational. Local 397 has indicated they will refurbish the vehicle as needed to make it a showpiece for the City. The vehicle will be available for parades, firefighter funerals, and other public events at no cost to the City. If for any reason Local 397 cannot maintain the vehicle it will be returned to the City. Budget Impact: This has no impact on the budget. Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE CITY MANAGER AND FIRE CHIEF TO TRANSFER A 1948 HISTORIC AERIAL FIRE TRUCK TO THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS LOCAL 397 . WHEREAS, the Fire Department is in possession of a 1948 American LaFrance Aerial Fire Truck that was in service in Port Arthur in the 1950' s and 1960' s; and, WHEREAS, the Fire Department is in need of space for storage of newly purchased emergency response equipment (boats) and had to move the vehicle from Fire Station Number 2, to the City Garage; and, WHEREAS, the International Association of Firefighters Local 397 is a 501 (C3) non-profit, tax-exempt organization; and, WHEREAS, Local 397 has indicated that they are willing to restore the vehicle and make the it a showpiece available for all charitable and community service outreach projects indicated in Exhibit "A" attached hereto; and, WHEREAS, before making a gift or donation to a private entity, City Council should determine that : 1) the conveyance will serve a predominately public purpose of the city; 2) the City will retain sufficient control to ensure the public purpose is carried out; and 3) the City will receive return benefit; and, WHEREAS, it has been determined that this donation will fulfill a public purpose and once restored and operable the Aerial Fire Truck will be made available for city parades, firefighter funerals and other public events at no cost to the City; and, WHEREAS, if for any reason Local 397 no longer could or willing to support the maintenance or upkeep of the vehicle, ownership would revert back to the City. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 . That the City Manager and Fire Chief are hereby authorized to do all things necessary to transfer the 1948 American LaFrance Aerial Fire Truck to the International Association of Fire Fighters Local 397 . Section 3 . That a copy of the caption of this Resolution be spread upon the Minutes of the City Council . READ, ADOPTED AND APPROVED on this day of A. Frank City Manger Mr. Harvey Robinson Dear Mayor and Councilmembers, My name is Mercer Nessour, and I am writing on behalf of the Port Arthur Professional Fire Fighters Association Local 397. Our organization is asking to have the retired 1948 American LaFrance forty-five- foot aerial truck to be donated to us. Our organization, Local 397,was formed to promote the establishment of just, safe and reasonable working conditions;to promote harmonious relations between Fire Fighters and our employer, and to cultivate friendship and fellowship among all our members and the community. We believe that the donation of the fire truck to our organization would help play a key part in our organizations charitable and community service outreach projects. The American LaFrance aerial truck served the community of Port Arthur,TX for many years. Seventy years ago,the truck was once a frontline piece of equipment that responded to structure fires. Built by the American LaFrance Fire Engine Company, the aerial truck is unique and easily recognizable by its classical style, most notably the cab forward style cab. Our organization, Local 397, would like the opportunity to preserve the rich history of Port Arthur by acquiring the aerial truck and making it a showpiece for the City. The American LaFrance aerial truck would be a one of a kind in City parades,at firefighter funerals, and other public events in the City of Port Arthur.
