RE: P.R. 20701 -Applying for FY19 LETPA Grant
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
apply for the FY19 Law Enforcement Terrorism Prevention Activity Program grant.
Background:
The Southeast Regional Planning Commission advised the FY 2019 State Homeland Security
Grant Program (SHSP) and Law Enforcement Terrorism Prevention Activity Program
(LETPA) allocation for the City of Port Arthur is $29,756.08. This grant support investments
that improve the ability of jurisdictions to prevent a threatened or an actual act of terrorism and
protect its citizens and assets against the greatest threats and hazards. Projects supported by
the grant assists grantees in preventing, preparing for,protecting against, or responding to acts
of terrorism.
Budget Impact:
The grant is 100% funded with no grant match requirement.
Recommendation:
It is recommended that City Council approve the City Manager to apply for the FY19 Law
Enforcement Terrorism Prevention Activity Program grant., as discussed and/or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY
FOR FISCAL YEAR 2019 LAW ENFORCEMENT TERRORISM
PREVENTION ACTIVITY PROGRAM (SHSP-LETPA) FUNDING
WITH NO GRANT MATCH REQUIREMENT .
WHEREAS, the Southeast Regional Planning Commission
advised the FY 2019 State Homeland Security Grant Program
(SHSP) and Law Enforcement Terrorism Prevention Activity
Program (LETPA) grant allocation for the City of Port Arthur
is $29, 756. 08; and
WHEREAS, in order to receive the aforesaid allocation, it
is necessary that the Police Department to apply through the
Law Enforcement Terrorism Prevention Activity Program (LETPA) ;
and
WHEREAS, the City Manager has the authority to apply for,
accept, reject, or terminate such grant funding on behalf of
the City of Port Arthur; and
WHEREAS, the Police Department is in need of Special
Operations Equipment to increase the efficiency of their
emergency response capabilities; and
WHEREAS, the SHSP-LETPA Grant is 100% funded with no
grant match requirement; and
WHEREAS, the Application deadline is February 28, 2019;
and
WHEREAS, the City Council finds it in the best interest
of the citizens of the City of Port Arthur that the Police
Department purchase and field the afore mentioned Operations
Equipment upon the receipt of FY 2019 LETPA funding; and
WHEREAS, City Council agrees that in the event of loss or
misuse of the Office of the Governor funds, City Council
assures that the funds will be returned to the Office of the
Governor in full .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1 . That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to apply
to the Office of the Governor for Fiscal Year 2019 Law
Enforcement Terrorism Prevention Program (LETPA) funding for
the Police Department Special Operations Equipment .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .

City of Port Arthur, Texas, by the following vote:
