Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to execute
Amendment No. 2 to the 2017 and 2018 Community Development Block Grant (CDBG) program. The
amendment will reprogram $260,000 ($200,000 from 2017 Program Year and $60,000 from 2018
Program Year) from the On-site/off-site Infrastructure Projects; $140,116 ($50,000 from 2017 Program
Year and $90,116 from Program Year 2018) from the Housing Down Payment Assistance Program, and
$80,000 from the 2018 Site Clearance/Demolition Projects to the Housing Rehabilitation and
Reconstruction project to assist with CDBG Timeline requirements.
The above reallocations of funds were provided to support the City's single family housing downtown
revitalization projects. Funding for these projects will be replaced and provided from the HOME
Program.
Background:
The Port Arthur City Council,per Resolution Number 17-332 and Resolution Number 18-364 adopted the
2017 and 2018 CDBG Program Years.
The Port Arthur City Council, per Resolution Number 18-201, reallocated $200,000 of the $300,000 to
infrastructures improvement projects in the downtown and disaster target areas of the City.
In efforts to meet CDBG Timeline requirements per HUD regulations, it is in the best interest of the City
to reallocate the funds to the Housing Division for housing rehabilitation and reconstruction projects to
expend the funds and meet the requirements of CDBG Timeline deadlines of April,2019.
Budget Impact:
Funding is available in the 2017 and 2018 CDBG budgets.
Recommendation:
It is recommended that City Council approve the City Manager to execute an amendment to reprogram
$260,000 from the On-site/off-site Infrastructure Projects, $140,116 from the Housing Down Payment
Assistance Program, and $80,000 from the Site Clearance/Demolition Projects to the Housing
Rehabilitation and Reconstruction project to assist with the CDBG Timeliness requirement.

DEVELOPMENT PROGRAM BY REALLOCATING FUNDS IN THE AMOUNT OF
$260,000 ($200,000 FROM 2017 PROGRAM YEAR AND $60,000 FROM 2018 PROGRAM
YEAR) FROM THE ONSITE/OFF-SITE INFRASTRUCTURE PROJECTS; $140,116 ($50,000
FROM 2017 PROGRAM YEAR AND $90,116 FROM THE 2018 PROGRAM YEAR) FROM
THE HOUSING DOWN PAYMENT ASSISTANCE PROGRAM; AND $80,000 FROM THE
2018 SITE CLEARANCE/DEMOLITION PROJECTS TO THE HOUSING
REHABILITATION AND RECONSTRUCTION PROJECT TO ASSIST WITH CDBG
TIMELINE REQUIREMENTS
WHEREAS, pursuant to Resolution No. 17-332, the City Council adopted the
2017 Community Development Block Grant (CDBG) Program; and,
WHEREAS, pursuant to Resolution No. 18-364, the City Council adopted the
2018 Community Development Block Grant(CDBG) Program; and,
WHEREAS, pursuant to Resolution No. 18-201, the City Council authorized
amendment No. 1 to the CDBG Program to reallocate funds in the amount of$200,000 from
account #105-1431-552.59-00, Project Number C43115 to account number 105-1431-552.59-00
Project C43105 for on-site/off-site infrastructure projects in the Downtown and Disaster areas of
the City; and,
WHEREAS, it is in the best interest of the City to authorize Amendment No. 2 to
the CDBG Program to reallocate funds from the 2017 and 2018 Community Development Block
Grant (CDBG) program. The amendment will reprogram $260,000 from the On-site/off-site
infrastructure projects, $140,116 from the Housing Down Payment Assistance Program, and
$80,000 from the Site Clearance/Demolition Projects to the Housing Rehabilitation and
Reconstruction project to assist with the CDBG Timeliness requirement; and,
WHEREAS, the City of Port Arthur requests the amendment of its Community
Development Block Grant Program to reprogram funds from its 2017 and 2018 Program Years,
as delineated above.
WHEREAS, it is deemed in the best interest of the City of Port Arthur to authorize
the City Manager to execute this amendment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. THAT the facts and opinions in the preamble are true and correct.
Section 2. THAT the City Council hereby authorizes the City Manager to
execute Amendment No. 2 to the Community Development Block Grant Program.
Section 3. THAT a copy of the caption of this Resolution be spread upon the
minutes of the City Council.
