Nature of the Request:
The City Council authorizes the City Manager and Fire Chief to transfer ownership of a portable antenna
tower trailer to the South-East Texas Regional Advisory Council(SETRAC).
Staff Analysis,Considerations:
In 2004 the Port Arthur Fire Department used State Homeland Security Program (SHSP) grant funds to
purchase a 100 foot portable aluminum antenna tower trailer as a single channel backup link to the
Southeast Texas Regional Radio System(SETRRS). This communications asset was last deployed in the
immediate aftermath of Hurricane Rita in 2005. Although it was deployed, it was not needed due to the
timely reestablishment of the SETRRS.
Since 2005, the SETRRS has continuously grown and completed several redundant enhancements that
have rendered this portable antenna tower trailer obsolete for the needs of the City of Port Arthur. In order
to upgrade this asset to the point that it would be fully operational today on the current regional radio _
system,would require several costly upgrades and would not provide an appreciable benefit to the City.
SETRAC has requested that this asset be transferred to their organization. The primary function of the
SETRAC is to provide stakeholder support through planning, facilitation, operations and the provision of
technical assistance to the region for Preparedness, Trauma, Injury Prevention, Stroke, Cardiac and
Pediatric services. SETRAC prepares a nine county region for man-made or natural emergencies,
disasters and mass casualty events. SE MAC will assume all of the costs for ongoing maintenance and
component upgrades for this asset and will continue make it available to the City, the Region and State
for disaster response upon request.
Recommendation;E
The Fire Department recommends approval of this resolution.
Budget Considerations:
None—This asset was purchased with SHSP grant funds. Due to the parameters of the grant, the City is
unable to auction off this asset without forfeiting the fair market value of the asset back to the grant
program. The only option the City has to transfer ownership and responsibility of this asset is to transfer it
to the custody of another approved recipient agency. SETRAC is an approved recipient agency.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER AND
FIRE CHIEF TO TRANSFER AN ALUMA TOWER PORTABLE
ALUMINUM ANTENNA TOWER TRAILER TO THE
SOUTHEAST TEXAS REGIONAL ADVISORY COUNCIL.
WHEREAS, in 2004 the Port Arthur Fire Department used State
Homeland Security Program (SHSP) grant funds to purchase a 100-foot

link to the Southeast Texas Regional Radio System (SETRRS) ; and,
WHEREAS, the Southeast Texas Regional Radio System (SETRRS)
has since undergone multiple upgrades and redundant enhancements
that have rendered this portable antenna tower trailer obsolete for
the needs of the City of Port Arthur; and,
WHEREAS , in order to upgrade this asset to the point that it
would be fully operational today on the current regional radio
system would require costly expenditures that would not provide an
appreciable benefit to the City; and,
WHEREAS, the Southeast Texas Regional Advisory Council
(SETRAC) was organized under Ike and the authority of the Texas
Department of Health, which was instructed by the 1989 Omnibus
Rural Health Care Rescue Act, SETRAC is one of 22 Regional Advisory
Councils (RAC) currently functioning within the State of Texas,
SETRAC is a 501 (C3) non-profit, tax-exempt organization; and,
WHEREAS, the primary function of the SETRAC is to provide
stakeholder support through planning, facilitation, operations and
the provision of technical assistance to the region for
Preparedness, Trauma, Injury Prevention, Stroke, Cardiac and
Pediatric services; and,
WHEREAS, SETRAC is the administrator of federal and state
grant money for its stakeholders . SETRAC prepares our nine county
regions for man-made or natural emergencies, disasters and mass
casualty events; and,
WHEREAS, SETRAC will assume all of the costs for ongoing
maintenance and component upgrades for this asset and will continue
make it available to the City, the Region and State for disaster
response upon request .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are
true and correct .
Section 2 . That the City Manager and Fire Chief are hereby
authorized to do all things necessary to transfer the Aluma Tower
Portable Aluminum Antenna Tower Trailer to the SETRAC.
Section 3 . That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council .
