City of U l'1 1 !�1 1[- Texas INTEROFFICE MEMORANDUM Date: February 19, 2019 To: The Honorable Mayor and City Council Through: Harvey Robinson, Interim City Manager V From: Dr. Hani Tohme, P.E., Director of Public Services RE: P.R.No. 20719—Marketing Advertising Consultant Services for F.O.G (Fats, Oils, and Grease) Program Initiative Introduction: The intent of this Agenda Item is to seek City Council's approval for City Manager to negotiate a contract with Hoopla Advertising for marketing consulting services for F.O.G. Program Kick- offand Initiative. The primary goal of the marketing F.O.G. control programs is to decrease the amount of F.O.G. that is entering the sanitary sewer system and minimize the risk of SSOs (Sanitary Sewer Overflow). The funds are budgeted and available in Water Utilities Administration Division, Account No. 410-1251-532.54-00, Professional Services. Background: The objective of a F.O.G. control program is the identification of trouble spots, or high maintenance areas (HMAs), which are likely to have grease accumulation. The City collection system has history of problems associated with F.O.G. accumulation. The purpose of the F.O.G Program Initiative to implement public awareness to residential and commercial users and to aid in the prevention of SSOs from the contribution and accumulation of F.O.G. into the sewer system from industrial and commercial establishments,particularly food preparation and serving facilities. To prevent the introduction of discharges into the City's sanitary sewer system that will interfere with the operation of the system, which includes, but is not limited to, any gravity type sanitary sewer system, force main system, or the POTW(Publicly Owned Treatment Works). Program Kick-off and Initiative is budgeted in Water Utilities Administration Division Account No. 410-1251-532.54-00, Professional Services. Recommendation: The Environmental Regulatory Division recommends City Council adopt Proposed Resolution No. 20719 authorizing the City Manager to negotiate a contract with Hoopla Advertising, Inc. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH HOOPLA ADVERTISING OF PORT ARTHUR, TEXAS FOR MARKETING CONSULTING SERVICES FOR F.O.G. (FATS, OILS, AND GREASE) PROGRAM KICK-OFF AND INITIATIVE.FUNDING FROM WATER ADMINISTRATION FUND ACCOUNT NO. 410-1251-532.54-00. WHEREAS, the City's National Pollutant Discharge Elimination System (NPDES) wastewater discharge permit,issued by the Texas Commission on Environmental Quality(TCEQ) requires the City to increase the level of maintenance, operation, and capital improvement and repair to collection system,and to have in place a F.O.G. (Fats,Oils,and Grease)control program; and WHEREAS, the TCEQ requires cities to market and begin educating, inspecting and permitting F.O.G. contributors within the City's jurisdiction and outreach materials; and WHEREAS, the City of Port Arthur has received qualification proposals from five (5) marketing consulting firms concerning public awareness and advertising for F.O.G. (Fats, Oils, and Grease) Program Initiative; and WHEREAS, City Staff having reviewed such proposals, and scoring each using the published Evaluation Criteria, finds that Hoopla Advertising, Inc., has the highest rating and recommends same to perform the Marketing Advertising Consulting Services for the F.O.G. Program Initiative; (See Exhibit"A"); and WHEREAS, funds are budgeted and available for this Consulting Services in Water Administration Division Account Number 410-1251-532.54-00; and P. R. No. 20719 02/18/19 Ig Page 2 of 3 WHEREAS,the City Council of Port Arthur finds it to be in the best interest of the citizens of Port Arthur to negotiate a contract with Hoopla Adverting, Inc. for the Marketing Consulting for F.O.G. Program Initiative. NOW THEREFORE,BE IT RESOLVED BY CITY COUNCIL OF CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to negotiate a contract with Hoopla Advertising, Inc. on behalf of the City of Port Arthur for Marketing Consulting Services for the F.O.G. Program Initiative with said contract being subject to the final approval of the City Council. THAT a copy of the caption of this resolution be spread upon the minutes of City Council.
