I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Joint Special Session on March 19,
2019 at 11:00 a.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Derrick Freeman; Mayor Pro Tem Thomas Kinlaw, III.; Councilmembers
Raymond Scott, Jr., Cal Jones, Harold Doucet, Sr., Charlotte M. Moses and Kaprina
Frank; Interim City Manager Harvey Robinson; City Secretary Sherri Bellard and City
Attorney Valecia Tizeno.
The following EDC Directors were present: President Ingrid Holmes; Treasurer Kenneth
Marks; Director Dallas Smith, and John Chirafis; Executive EDC Director Floyd Batiste
and EDC Attorney Guy Goodson.
II. PRESENTATION
(1) A Discussion On Potential Economic Development
Administration Grant Application And Related Issues
Executive Director Floyd Batiste appeared before the City Council and EDC Board
to discuss the above-mentioned topics.
EDC Secretary Krystle Muller appeared before the City Council and EDC Board to
discuss the above-mentioned topics.
Lamar State College Professor Stafford appeared before the City Council and EDC
Board to discuss the above-mentioned topics.
EDC Attorney Guy Goodson appeared before the City Council and EDC Board to
discuss the above-mentioned topics.
III. ITEMS REQUIRING INDIVIDUAL ACTION
(1) P.R. No. 20715 — A Resolution Authorizing The City Of Port
Arthur Section 4A Economic Development Corporation To
Submit An Application Jointly With Lamar State College -
Port Arthur To The Economic Development Administration
For A Grant To Rehabilitate The Armory Building Located
On The Lamar State College - Port Arthur Campus To
Create An Industrial Skills Training Center In A Match
Amount Not To Exceed $1,000.000.00
Upon the motion of Councilmember Doucet, seconded by Mayor Pro Tern Kinlaw and
carried, Proposed Resolution No. 20715 was adopted becoming Resolution No. 19-085.
Voting Yes: Mayor Freeman; Mayor Pro Tem Kinlaw; Councilmembers Scott, Jones,
Doucet, Moses and Frank.
Voting No: None.

III. ADJOURNMENT
Upon the motion by Councilmember Moses, seconded by Councilmember Doucet and
carried unanimously, the City Council adjourned their Special Meeting at 11:51 a.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
