No. 20761 —A resolution calling for a public hearing to consider granting a specific use permit at 1519 El Paso Avenue. Introduction: The intent of this Agenda Item is to request a public hearing to consider a specific use permit for approximately 0.1610-acre of Land consisting of Lot 12, Block 313 [A.K.A. 1519 El Paso Avenue], Port Arthur, Jefferson County, Texas. The purpose of this request is to allow for the operation of a Beauty Shop in a Two Family (2F) zoned district. Background: In accordance with Appendix A, Section 7-100 of the City of Port Arthur Code of Ordinances, a specific use permit is required for the operation of a beauty shop or barber shop located in a Single Family (SF)or Two Family (2F) zoned districts. The Planning &Zoning Commission will hold a public hearing on April 15, 2019. Budget Impact: N/A Recommendation: It is recommended that City Council approve P.R. No. 20761, calling for a public hearing to consider a specific use permit for approximately 0.1610-acre of Land consisting of Lot 12, Block 313 [A.K.A. 1519 El Paso Avenue], Port Arthur, Jefferson County, Texas, for the operation of a Beauty Shop in a Two Family (2F) zoned district. The public hearing shall be held on Tuesday, May 7, 2019 at 9:00 a.m. "Remember,we are here to serve the Citizens of Port Arthur" P.O. A RESOLUTION CALLING FOR A PUBLIC HEARING TO CONSIDER GRANTING A SPECIFIC USE PERMIT FOR APPROXIMATELY 0.1610-ACRE OF LAND CONSISTING OF LOT 12, BLOCK 313 [A.K.A. 1519 EL PASO AVENUE], CITY OF PORT ARTHUR, JEFFERSON COUNTY, TEXAS WHEREAS, the applicant — Amanda Vincent, is requesting that the City of Port Arthur consider granting a Specific Use Permit for approximately 0.1610-acre of land consisting of Lot 12, Block 313 [A.K.A. 1519 El Paso Avenue], Port Arthur, Jefferson County, Texas for the operation of a Beauty Shop in a Two Family (2F) zoned district, as delineated in Exhibit"A"; and, WHEREAS, pursuant to Chapter 211 of the Texas Local Government Code, a public hearing must precede any zoning change. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT in accordance with Section 211.007 of the Texas Local Government Code, the Planning and Zoning Commission will hold a public hearing for this case on April 15, 2019, as well as written notices will be sent to each owner, before the 10'h day of the public hearing, as indicated by the most recent approved municipal tax roll, or real property within 200 feet of the property on which the change in classification is proposed. THAT a public hearing to consider whether to grant this applicant a specific use permit for approximately 0.1610-acre of land consisting of Lot 12, Block 313[A.K.A. 1519 El Paso Avenue], Port Arthur, Jefferson County,Texas for the operation of a Beauty Shop in a Two Family(2F) zoned district, as delineated in Exhibit"A" shall be held on May 7, 2019 at 9:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 Fourth Street. P.R.NO.20761 04/01/2019-PDL PAGE 2 OF 5 THAT notice of the public hearing shall be published in the official newspaper of the City at least fifteen days before going to the City Council. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
