RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT AN APPLICATION TO THE STATE OF
TEXAS, THROUGH THE TEXAS PARK AND WILDLIFE
DEPARTMENT FOR THE STATE BOATING ACCESS
PROGRAM GRANT FOR ASSISTANCE IN THE REPAVING
OF A BOAT LAUNCH PARKING LOT LOCATED AT
PLEASURE ISLAND; WITH A GRANT MATCH
REQUIREMENT OF 25% OF A POTENTIAL AWARD OF
75% OF THE PROJECT COST.
WHEREAS, the State receives annual funding from the Federal Aid in Sport Fish
Restoration Act; and
WHEREAS,fifteen percent of the State's annual apportionment from this federal program
must be used to provide public recreational boating access; and
WHEREAS, the City of Port Arthur, herein referred to as the "City", wishes to repave a
30 year old Texas Park & Wildlife boat launch parking lot to include proper drainage in order to
enhance the adjoining public fishing area on Lake Sabine; and
WHEREAS, the State of Texas, acting through the Texas Parks and Wildlife Department,
herein referred to as the "Department", under the authority of Section 11.033 and 31.141 of the
Parks and Wildlife Code would provide a 75/25 match for funding for such construction with an
application deadline of October 1, 2019; and
WHEREAS, the maximum amount which may be requested for assistance is $500,000.00
with the City required match of up to $125,000.00; and
WHEREAS, the 2019-2020 Pleasure Island Budget will include the 25% match with
assistance from the City for the reimbursable 75% of construction cost; and
WHEREAS, this enhancement would be beneficial to the citizens of Jefferson County as
well as transient recreational boaters from Texas and other States.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR,TEXAS:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the Pleasure Island Department will do all things necessary to submit said grant
application as delineated in Exhibit"A".

THAT, if eligible for the assistance, the City will enter into a project agreement with the
Department to provide for said construction project on a reimbursement basis, with the City
providing 25%matching fund by appropriations or in-kind services,and the Department providing
75%matching funds for work accomplished.
THAT,the City Council hereby authorizes the City Manager to sign any or all documents
pertaining to the construction.
THAT, upon the award of the grant, a budget amendment would be required from the
Pleasure Island Fund balance.
THAT, the City will perform all necessary maintenance and repairs to ensure public use,
health and safety; and provide a security surveillance to eliminate creation of nuisance or hazard
to the public or adjacent property owners; for the life of the said improvements (25 years).

Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
