HomeMy WebLinkAboutPO 6761: POLICE DEPARTMENT STAFFING City of :�4 1 ort rthu�^ Tt't u www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: April 9, 2019 To: The Honorable Mayor and City Council Through: Harvey Robinson, Interim City Manager From: Timothy Duriso, Chief of Police RE: P.O. 6761 —Police Department Staffing Introduction: The intent of this ordinance is to seek the City Council's approval to increase the authorized number of sworn officers allotted to the Police Department from 128 to 129. Background: The Police Department currently has a staffing allotment of 128 sworn officers. During a recent restructure of the Police Department, the Street Crimes Unit changed it scope of work to become a Community Response Unit. Although this newly created unit has had a positive impact on the community, it has left a void in the Police Department's ability to proactively curtail violent crime. We recognize a need to begin the process of rebuilding our Street Crimes Unit. We request to add an additional Sergeant position to begin the re-establishment of the Street Crimes Unit and bring our sworn officer allotment to 129. Budget Impact: The complete base pay and fringe package for a Sergeant is $129,791.86 annually. However, due to the cost savings caused by the staffing shortfall, the Police Department does not expect this impact to affect the current fiscal year's personnel budget. The funding will be budgeted in account 001-1101-521.11-00. Recommendation: It is recommended that City Council approve the increase of authorized number of sworn officers allotted to the Police Department from 128 to 129, as discussed and/or outline above. AN ORDINANCE DELINEATING THE NUMBER OF AUTHORIZED POLICE OFFICER POSITIONS IN THE POLICE DEPARTMENT. WHEREAS, City Council passed Res . 18-28 on May 22, 2018 decreasing the authorized police positions from 131 to 128; WHEREAS , the Police Department has requested the increase of one ( 1) Sergeant position in response to the direction for restructure of the Police Department . NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 . That the following positions are currently authorized: Classification Number of Officers Police Officer 101 Police Sergeant 15 Police Lieutenant 8 Police Captain 0 Deputy Chief 3 Chief of Police 1 Total 128 Section 3 . That after passage of this ordinance the number of authorized positions in the Police Department in each classification shall be as follows : Classification Number of Officers Police Officer 101 Police Sergeant 16 Police Lieutenant 8 Police Captain 0 Deputy Chief 3 Chief of Police 1 Total 129 Section 4 . That all ordinances in conflict herewith are repealed to the extent of the conflict only.
