HomeMy WebLinkAboutPR 20800: PORT ARTHUR TRANSIT'S GRANT AWARD City of Port Arthur Transit Department Memorandum To: Rebecca Underhill,Interim City Manager Cc: Ron Burton,Assistant City Manager From: Ivan Mitchell,Transit Manager Date: April l 1,2019 Re: P.R.20800—Port Arthur Transit's Grant Award Nature of Request: Authorize the City Manager to accept the award of$723,800.00 from the Federal Transit Administration for Port Arthur Transit's (PAT) Resiliency Program Project. This project requires the expenditure of a local match amount of$180,950.00. Funding will be requested during the 2019-2020 process, and may be available from the City's Community Development Block Grant (CDBG)Fund. Background: In October 2018, Port Arthur Transit (PAT) wrote a grant for the Federal Transit Administration's(FTA)Section 5324 Emergency Relief Program. The Section 5324 Emergency Relief Program funds helps states and public transportation systems pay for protecting, repairing, and/or replacing equipment and facilities that may suffer or have suffered serious damage as a result of an emergency,including natural disasters such as floods,hurricanes,and tornadoes. PAT's application focuses on repairing/replacing stormwater lines on streets adjacent to its downtown fueling station, transit terminal, maintenance building and administrative offices. The proposed resiliency project will mitigate future flooding at and/or around these facilities which impedes PAT from utilizing them during and after emergency response events. The project includes a$723,800.00 federal contribution and an$180,950.00 local match that is eligible for CDBG funds. Project planning and design will be coordinated between PAT and the City's public works department. Recommendation: It is recommended that the City Council approve proposed P.R. 20800. This resolution would authorize the City Manager to accept the award of$723,800.00 from the Federal Transit Administration for Port Arthur Transit's(PAT)Resiliency Program Project and may potentially utilize$180,950.00 of CDBG funds for the local match. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT AN AWARD OF $723,800 FROM THE FEDERAL TRANSIT ADMINISTRATION (FTA) FOR THE PORT ARTHUR TRANSIT'S RESILIENCY PROGRAM, WITH A REQUIRED LOCAL MATCH OF $180,950; FUNDING SOURCE TO BE DETERMINED IN THE FY20 BUDGET WHEREAS, Port Arthur Transit (PAT) has received funding from the FTA attached hereto as Exhibit"A" in the amount of$723,800.00 to fund its Resiliency Program Project; and, WHEREAS, PAT will repair/replace stormwater lines on streets adjacent to its downtown fueling station,transit terminal,maintenance building and administrative offices; and, WHEREAS, project planning and design will be coordinated between PAT and the City's public works department; and, WHEREAS, this project's local match requirement of$180,950.00 is eligible for CDBG funding, but will be determined in the FY20 Budget. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct. THAT,the City Manager is hereby authorized to accept the grant award from the FTA, with funding source for the local match to be determined in the FY20 budget. THAT, a copy of the caption of this Resolution be spread upon the Minutes and the City Council. FTA concurs with the recommendations provided by TXDOT to fund three resilience projects under 49 U.S.C. 5324 Public Transportation Emergency Relief Program: The following projects located within the disaster area of Hurricane Harvey are hereby approved. 1. Houston METRO-METRO Police and Emergency Operations Center- $5,924,200 2. Port Arthur—Port Arthur Transit Flood Resiliency for Critical Support Facilities- 723,800 3. Rural Economic Assistance League(REAL)—Power Up REAL Project- $65,000 The approved projects must be added to the Statewide Transportation Improvement Program(STIP) and/or the Transportation Improvement Program(TIP) as applicable prior to incurring costs. Projects funded under the resilience allocation must follow all federal requirements,unless a recipient requests and receives a waiver through the FTA docket number FTA-2019-0001 as described in 49 CFR§ 601.42.
