Introduction: This Agenda Item is to inform City Council that the City of Port Arthur is pursuing infrastructure grants from the Texas Department of Transportation 2019 Transportation Alternatives(TA)and Safe Routes to School Program(SRTS).The City submitted the following projects— • Tyrell Elementary School(SRTS)—sidewalks,traffic control devices • Staff Sgt. Lucian Adams Elementary School(SRTS)—sidewalks,bicycle path,traffic control devices • Port Acres Elementary School(SRTS)—sidewalks, bicycle paths,traffic control devices • Thomas Jefferson Middle School(SRTS)—sidewalks, bicycle paths,traffic control devices • Thomas Boulevard Bike/Walking Path(TA)—repair existing path,add trail markings, lighting, signage Background: It is the City of Port Arthur's desire to pursue funding opportunities that will improve infrastructure, enhance the quality of life,and work toward revitalization of communities. To that end,the TxDOT grant program presents an ideal opportunity for community wide improvements. Budget Impact: There is no budget impact on the grants for Safe Routes to School as these grants are 100%funded. Transportation Alternative grants are funded at 80%with a 20%match by the City. Tyrrell Elementary School, Staff Sgt. Lucian Adams Elementary School,Port Acres Elementary School,and Thomas Jefferson Middle School are submitted to the Safe Routes to School(SRTS)program and are 100%funded. The Thomas Boulevard Bike/Walking Path Project is submitted to the Transportation Alternatives(TA)program and is funded 80-20. Recommendation: This is an informational resolution for City Council review. Port Arthur will incorporate speed calming devices in the 2 mile radius around the elementary school including shared use paths along the 1.7 mile stretch of Jade Ave.from Highway 73 north to Hwy 365;6790 If of sidewalk improvements within the adjoining neighborhood;a traffic table and a pedestrian hybrid beacon at the intersection of 59th St.atJade Ave.;and improved entrance ways at the intersection of Jade Ave.and Hwy 73.Additional signage will be added to the area in addition to citizen education. 9.
