RE: P.R. 20823 —Repair Armory Building
Introduction:
Staff is requesting City Council's approval of P.R. No. 20823 authorizing the repair of the
Armory Building by SETEX Construction Corp of Beaumont, Texas in the amount of
$35,836.61.
Background:
The Armory Building was damaged by the flooding caused by on Hurricane Harvey. The
City would like to lease the Armory building, but these repairs must be completed before we
are able to lease the building. A Choice Partners quote was received by SETEX Construction
Corp in the amount of$35,836.61.
Budget Impact:
Payment will be provided by funds received from insurance. (Account No. 147-2300-901.32-
00, Project No. 082617) Emergency Management Fund.
Recommendation:
Staff is requesting City Council approval of P.R. No. 20823 authorizing repair of the Armory
Building by SETEX Construction Corp of Beaumont, Texas in the amount of$35,836.61.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH SETEX CONSTRUCTION CORP. OF
BEAUMONT, TEXAS, THROUGH CHOICE PARTNERS COOPERATIVE
CONTRACT NUMBER 15/041JN-11 FOR THE REPAIRS AT THE
ARMORY BUILDING, IN THE AMOUNT OF $35,836.61; FUNDING
FROM PROCEEDS RECEIVED FROM INSURANCE IN ACCOUNT NO.
147-2300-901.32-00, PROJECT NO. 082617 - EMERGENCY
MANAGEMENT FUND.
WHEREAS, the Armory Building was damaged by flooding from Hurricane Harvey;
and,
WHEREAS, the City has plans to lease the Armory Building; and,
WHEREAS, it is deemed in the best interest of the City of Port Arthur to address
the concerns of the Armory Building; and,
WHEREAS, SETEX Construction Corp. of Beaumont, Texas, has a cooperative
contract with Choice Partners; and
WHEREAS, Chapter 271 of the Local Government Code allows a city, by resolution
of its governing body, to participate in cooperative purchasing programs, such as
Buyboard, a purchasing cooperative, as an alternative to a formal bid process; and
WHEREAS, per Resolution No. 18-445, the City entered into an interlocal
agreement for cooperative purchasing with Choice Partners Purchasing Program.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That, the facts and opinions in the preamble are true and correct.

Section 2. That, the City Manager is herein authorized to enter into a contract
with SETEX Construction Corp. of Beaumont, Texas, through Choice Partners Contract
No. 15/041JN-11 for the repairs to the Armory Building, in the amount of $35,836.61, a
copy of the estimate/quote is attached hereto as Exhibit "A".
Section 3. That, a copy of this caption be spread upon the Minutes of the City
Council.

at a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following

Facilities Maintenance Proposal Recap:
• Install 5/8 drywall in front of the building in areas removed
Commercial • Tape float and texture to match
• Repair inside of windows to leave tight finish
• Furnish and install (1) exterior door and hardware and (1) interior pre-hung door
Industrial unit
• Furnish and install (1) two foot vanity with top with fixtures along with (1) four
foot corner unit in conference area with top with fixtures
• Trim out entrance area window to match
Government • Change out water stained ceiling tiles
• Prep all walls and door jambs to receive finish material
• Apply eggshell finish to walls in front area(color to match)
Healthcare • Apply semi-gloss finish to all jambs in front area(color to match)
• Install new cove base in front area in all newly painted areas
• Pressure wash exterior
• Seal open expansion joints
