RE: PR 20840 Naming the New Library's Courtyard, "The Ray Cline Courtyard"
Introduction:
The intent of this agenda item is to seek the City Council's approval to name the library's new
courtyard, "The Ray Cline Courtyard".
Background:
After Hurricane Harvey library decided to renovate an outside courtyard area with adding
landscaping, benches and picnic tables with umbrellas.
Mr. Ray Cline served as Assistant Library Director for 13 years and Director for 19 years at
the Port Arthur Public Library and retired in 2005. He has served on the Friends of the Port
Arthur Public Library every year since his retirement and still advocates library services within
our community. He is remembered as being instrumental in moving the library to the digital
era.
The Library Board unanimously recommended that the new courtyard be named, "The Ray
Cline Courtyard"to honor Ray Cline for his services and commitment to the Port Arthur
Public Library.
Budget Impact:
None.
Recommendation:
The City Council's approval is requested to authorize the Library's Board recommendation to
designate the new courtyard at the Port Arthur Public Library as, "The Ray Cline Courtyard."

RESOLUTION NO.
A RESOLUTION NAMING THE NEW COURTYARD AT THE PORT
ARTHUR PUBLIC LIBRARY"THE RAY CLINE COURTYARD"
WHEREAS, Ray Cline served as Assistant Library Director for 13 years and Director for
19 years at the Port Arthur Public Library and retired in 2005; and,
WHEREAS, he has served on the Friends of the Port Arthur Public Library every year
since his retirement in 2005 and still advocates library services within our community; and,
WHEREAS, he began his career as a Librarian in 1973 at the Gates Memorial Library
shortly after receiving his Master's in Library Science from the University of North Texas; and,
WHEREAS, while a student in junior high and high school, he served as a library
volunteer; and,
WHEREAS, Mr. Cline attended West Texas A&M and University of North Texas and
worked at both of their libraries as a Student Assistant; and,
WHEREAS, he served as the "custodian of documents" while serving in the military at
their library; and,
WHEREAS, Mr. Cline is remembered as being instrumental in moving the library to the
digital era; and,
WHEREAS, the Library Board unanimously recommended that the new courtyard be
named, "The Ray Cline Courtyard" to honor Ray Cline for his services and commitment to the
Port Arthur Public Library; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.

designates the new courtyard of the Port Arthur Public Library as, "The Ray Cline Courtyard";
and
THAT,a copy of this caption be spread upon the Minutes of the City Council.
