R. # 20863 Introduction: The intent of this Agenda Item is to seek the City Council's approval for the 2019 Community Development Block Grant and HOME application to the Department of Housing and Urban Development. Background: Pursuant to the Housing and Urban Development Act of 1974, as amended, Public Law 93-383, the City will submit, by June 15, 2019,to the United States Department of Housing and Urban Development(HUD)the 45Th (2019 Program Year) Consolidated Plan as an application for a grant in the amount of$1,088,228 Community Development Block Grant Funds (CDBG) and a grant for$246,524 in HOME funds. The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs: Community Development Block Grant(CDBG) Program, HOME Investment Partnerships (HOME) Program, Housing Trust Fund (HTF), Emergency Solutions Grants (ESG) Program, and Housing Opportunities for Persons With AIDS (HOPWA) Program. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER). The following areas were addressed in the Consolidated Plan: 1. Needs Assessment—identifies the variety of housing, homeless, community development, and non-homeless special needs of the community; 2. Housing Market Analysis—reviews a variety of data from the American Community Survey, the census, the Port Arthur Housing Authority, and homeless service providers to provide a picture of the local housing market. 3. Strategic Plan—lays out the direction the City intends to take to distribute the Community Development Block Grant and HOME funding for the next five years. The priorities list was determined through consultation with service providers and consideration of a community survey. 4. Annual Plan - provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the five-year Consolidated Plan. J-QUAD Planning Group was the consultant responsible for compiling and analyzing the data as well as writing the Consolidated Plan. Budget Impact: Community Development Block Grant is the funding source. Recommendation: It is recommended that City Council approve the P. R. number 20863. S:\grants2145th year\Resolutions\PR#20843 and CAM.docx P.R.No.20863 05/09/2019-MEE-Grants Management RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR A COMMUNITY DEVELOPMENT BLOCK GRANT IN THE AMOUNT OF $1,088,228 AND A GRANT IN THE AMOUNT OF $246,524 IN HOME INVESTMENT PARTNERSHIP (HOME) FUNDS AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE CITY OF PORT ARTHUR'S 2019 CONSOLIDATED ANNUAL PLAN. THE CONSOLIDATED PLAN WILL BE SUBMITTED TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. WHEREAS,pursuant to the Housing and Urban Development Act of 1974, as amended, Public Law 93-383, the City will submit to the United States Department of Housing and Urban Development (HUD)the 45TH (2019 Program Year) Consolidated Plan as an application for a grant in the amount of$1,088,228 Community Development Block Grant Funds (CDBG) and a grant for$246,524 in HOME funds; and, WHEREAS,the 45TH Year Consolidated Plan will include a proposed list of Projects for the 2019 Program Year, per Resolution No. 19-188, and certifications and included within the Plan is the CDBG budget(see Exhibit A); and, WHEREAS,the citizens have been given an opportunity to express their ideas as to projects, which should be included in the 2019 Community Development Block Grant Program at the public hearings; and, WHEREAS, City Council will be informed if additional comments are submitted from June 4— 10, 2019 concerning the 2019 Consolidated Plan document; and, WHEREAS, the City Council, is required to designate an official to sign all documents in connection with the Applications and Grant Agreement. P.R.No.20863 05/09/2019-MEE-Grants Management NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT the City Manager is authorized to apply to the U.S. Department of Housing and Urban Development for a Community Development Block Grant for$1,088,228 and a grant in the amount of$246,524 in HOME funds. THAT the City Manager is authorized to execute the 2019 Consolidated Plan, which refers to a grant to be made by the United States Department of Housing and Urban Development for a Community Development Block Grant for One Million Eighty-Eight Thousand Two Hundred Twenty-Eight Dollars ($1,088,228) and for HOME funds for Two Hundred Forty-Sixty Thousand Five Hundred Twenty-four Dollars ($246,524) for the 2019 Program Year; and, THAT a copy of the Consolidated Plan in attached hereto in substantially the same form as Exhibit"A"; and, THAT the City Manager is designated to sign all documents in connection with the applications and grant agreements. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
