Background: Simulation based firearms training allows police officers to proactively train for real life situations while in a controlled environment. Not only are officers able to practice on precision but are also allowed to practice decision making skills. The Laser Shot Custom Shooting System includes modules that simulate from basic firearms range training to real-life shoot/don't shoot judgement scenarios. Firearms instructors and de-escalation instructors have the ability to give immediate feedback to improve the officer's performance. Laser Shot's Sim Range technology is proprietary and protected by patent, making this the sole source vendor for this acquisition. There is evidence that using simulation training can significantly enhance the level of preparedness to deal with a wide range of situations that may be encountered during an officer's career. Using this technology is cost effective and provides for safe training that reinforces appropriate responses to encounters, including de-escalation techniques. Budget Impact: Funds are available in Police Special Fund Account No. 125-1118-521.29-00. WHEREAS, the Police Department wishes to enhance officer training by purchasing a custom shooting simulator system; and WHEREAS, Laser Shot Simulations has provided quotes for the custom simulator system, accessories and system training for a total of $26, 714 . 00 (Exhibit A) ; and WHEREAS, Laser Shot Simulations of Stafford, Texas is the sole source vendor of the SIM Range technology (Exhibit B) ; and WHEREAS, this procurement is exempt from bidding under Section 252 . 002 (a) (7) (A) of the Texas Local Government Code as items that are available from only one source because of patents, copyrights, secret processes or natural monopolies; and WHEREAS , funds are available in the Police Special Fund Account No. 125-1118-521 . 29-00 .
