RE: P.R. 20854 Replace two chiller compressors; one for City Hall and one for the
City Hall Annex
Introduction:
Presented for City Council's consideration and approval is P.R.No. 20854 authorizing the City
Manager to accept a proposal of$25,304.00 from Industrial and Commercial Mechanical
(ICM)of Beaumont, Texas through BuyBoard Contract#558-18 to furnish labor and material
to replace two chiller compressors for City Hall and Annex.
Background:
Currently 2 of the 6 compressors that regulate the temperature of City Hall and the Annex
building are not working and need replacing. ICM submitted a BuyBoard quote to perform the
following work:
1. Remove and properly dispose of the existing compressor and all our trash.
2. Furnish and install(2)new compressor for circuit#A2&A3 (p/n P045-31771K).
3. Furnish and install (4)new core driers with gaskets.
4. Necessary refrigerant pipe with insulation and complete refrigerant both circuits.
5. Necessary crane and rigging.
6. Necessary labor(2 men 1 day, 1 man 1 day).
7. Necessary freight.
8. Start up and test.
9. Warranty(1-year compressor and 90-day labor).

Budget Impact:
Funding is available in the Facilities Maintenance Account# 001-1206-531.32-00.
Recommendation:
City Council to approve P.R.No. 20854 authorizing the City Manager to accept ICM's
BuyBoard proposal to replace two chiller compressors.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT TO REPLACE TWO CHILLER COMPRESSORS
FOR CITY HALL AND THE ANNEX WITH INDUSTRIAL AND
COMMERCIAL MECHANICAL OF BEAUMONT, TEXAS THROUGH
THE BUYBOARD CONTRACT #558-18 WITH A BUDGETARY
IMPACT OF $25,304.00; FUNDING IS AVAILABLE IN PUBLIC
WORKS FACILITIES MAINTENANCE ACCOUNT 001-1206-531.32-
00.
WHEREAS, two (2) of the six (6) chiller compressors that regulate the air
temperature for the City Hall and Annex buildings were found failing and beyond repair;
and,
WHEREAS, Industrial And Commercial Mechanical of Beaumont, Texas herein
referred to as "ICM", proposes to furnish labor and material to replace said chiller
compressors; and,
WHEREAS, Chapter 271 of the Texas Government Code allows a city, by
resolution of its governing body, to participate in cooperative purchasing programs,
such as Texas BuyBoard, as an alternative to a formal bid process; and,
WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur, entered
into an interlocal agreement for cooperative purchasing with BuyBoard Cooperative
Purchasing Program; and,
WHEREAS, ICM of Beaumont, Texas, through BuyBoard, provided a quote in
the amount of $25,304.00 attached hereto as Exhibit A; now, therefore;

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager of the City of Port Arthur is hereby authorized and
directed to enter into an agreement on behalf of the City for the replacement of two
chiller compressors from ICM of Beaumont, Texas with a total projected budgetary
impact of $25,304.00 with funds available in Account No. 001-1206-531.32-00; and,
THAT, a copy of the caption of this Resolution Number be spread upon the
Minutes of the City Council.
READ, ADOPTED AND APPROVED this the day of June, A.D. 2019 at
a meeting of the City of Port Arthur, Texas by the following vote:
