RE: P.R. No. 20824—A resolution calling for a public hearing to consider granting a specific
use permit for a recreational vehicle park.
Introduction:
The intent of this Agenda Item is to request a public hearing to consider a specific use permit for
approximately 17.970-acres of Land called Tract 1-A out of a 24.61-acre Tract of Land, Tracts 1-A and 1-
B, Block 18, Range "M", Port Arthur Land Company Subdivision, City of Port Arthur, Jefferson County,
Texas for the construction and licensing of a Recreational Vehicle Park in an Agriculturally(A)zoned district
The purpose of this request is to allow for the construction and licensing of a Recreational Vehicle Park in
an Agriculturally (A) zoned district.
Background:
In accordance with Appendix A, Section 7-100 of the City of Port Arthur Code of Ordinances, a specific
use permit is required for the construction and licensing of a recreational vehicle park located in an
Agricultural (A) or Neighborhood Services (NS) zoned district.
It is important to note that this RV Specific Use Permit will not be considered as a part of the proposed RV
Ordinance currently being considered for adoption. This permit, because it was requested before the
adoption of the proposed ordinance, complies with the current RV Ordinance.
The Planning &Zoning Commission held a public hearing on May 6, 2019.

Recommendation:
It is recommended that City Council approve P.R. No. 20824, calling for a public hearing to consider a
specific use permit for approximately 17.970-acres of Land called Tract 1-A out of a 24.61-acre Tract of
Land, Tracts 1-A and 1-B, Block 18, Range"M", Port Arthur Land Company Subdivision, City of Port Arthur,
Jefferson County, Texas for the construction and licensing of a Recreational Vehicle Park in an
Agriculturally (A) zoned district
The purpose of this request is to allow for the construction and licensing of a Recreational Vehicle Park in
an Agriculturally (A) zoned district.
The public hearing shall be held on Tuesday, June 18, 2019 at 6:00 p.m.

TRACTS 1-A AND 1-B, BLOCK 18, RANGE "M", PORT ARTHUR LAND
COMPANY SUBDIVISION IN THE WILLIAM MCFADDIN SURVEY, SECTION NO.
4, ABSTRACT NO. 420, CITY OF PORT ARTHUR, JEFFERSON COUNTY,
TEXAS
WHEREAS, the applicant — Clark C. Shofner, is requesting that the City of Port Arthur consider
granting a Specific Use Permit for approximately 17.970-acres of Land called Tract 1-A out of a 24.61-acre
Tract of Land, Tracts 1-A and 1-B, Block 18, Range "M", Port Arthur Land Company Subdivision, City of Port
Arthur, Jefferson County. Texas for the construction and licensing of a Recreational Vehicle Park in an
Agriculturally (A) zoned district, as delineated in Exhibit"A"; and,
WHEREAS, pursuant to Chapter 211 of the Texas Local Government Code, a public hearing must
precede any zoning change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT in accordance with Section 211.007 of the Texas Local Government Code, the Planning and
Zoning Commission will hold a public hearing for this case on May 6, 2019, as well as written notices will be
sent to each owner, before the 10th day of the public hearing, as indicated by the most recent approved
municipal tax roll, or real property within 200 feet of the property on which the change in classification is
proposed.
THAT a public hearing to consider whether to grant this applicant a specific use permit for
approximately 17.970-acres of Land called Tract 1-A out of a 24.61-acre Tract of Land, Tracts 1-A and 1-B,
Block 18, Range "M", Port Arthur Land Company Subdivision, City of Port Arthur, Jefferson County, Texas

for the construction and licensing of a Recreational Vehicle Park in an Agriculturally (A) zoned district, as
delineated in Exhibit "A", shall be held on June 18, 2019 at 6:00 p.m. in the City Council Chambers, Fifth
Floor, City Hall, 444 Fourth Street.
THAT notice of the public hearing shall be published in the official newspaper of the City at least
fifteen days before going to the City Council.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
READ, ADOPTED AND APPROVED this day of May, A.D. 2019, at a Regular Meeting
of the City Council of the City of Port Arthur, Texas, by the following vote:
