HomeMy WebLinkAboutPR 20803: PORT ARTHUR TRANTSIT'S FISCAL YEAR 2018 FEDERAL APPORTIONMENT City of Port Arthur Transit Department Memorandum To: Rebecca Underhill,Interim City Manager Cc: Ron Burton,Assistant City Manager From: Ivan Mitchell,Transit Director Date: May 31,2019 Re: P.R.20803—Port Arthur Transit's Fiscal Year 2018 Federal Apportionment Nature of Request: Authorize the City Manager to accept the FY2018 Federal Apportionment from the Federal Transit Administration (FTA) for capital improvements and operating fund assistance to be utilized for the FY2020 Port Arthur Transit budget. Background: Port Arthur Transit is annually allocated funding pursuant to 49 U.S.C. §5307, where the United States Secretary of Transportation is authorized to provide a formula-based grant to an urbanized area with a population of fewer than 200,000 individuals for the operation of public transportation. The funding is utilized for operations such as staffing and preventive maintenance as well as for capital(equipment and construction)expenditures. PAT is eligible for an FY 2018 apportionment in the amount$2,612,358. The funding requires a local match of $1,015,416 from the City of Port Arthur which equates to $958,843 for operating and $29,573 for planning. PAT applied for and was awarded Transportation Development Credits(TDC) in the amount of$295,730 for capital projects. TDC's are utilized to match the City's 20 percent requirement for all capital projects making the projects 100 percent federally funded. Recommendation: It is recommended that Proposed Resolution No. 20803 be approved. This resolution would authorize the City Manager to accept PAT's FY 2018 apportionment from the FTA in the amount of$2,612,358. Budgetary/Fiscal Effect: These funds will be utilized for Transit Department FY2020 operating and Capital budget. The 5307 grant requires a 50 percent local match for operational expenses. For capital project the match is typically 80 percent federal and 20 percent local. P.R. No.20803 05/31/2019 IM RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT PORT ARTHUR TRANSIT'S FISCAL YEAR 2018 APPORTIONMENT FROM THE FEDERAL TRANSIT ADMINISTRATION FOR CAPITAL IMPROVEMENTS AND OPERATING FUND ASSISTANCE. WHEREAS, pursuant to 49 U.S.C. §5307, the United States Secretary of Transportation is authorized to provide a formula based grant to an urbanized area with a population of fewer than 200,000 individuals; and, WHEREAS, Port Arthur Transit (PAT) is eligible for the Federal Transportation Administration's (FTA) FY 2018 apportionment in the amount of $2,612,358 for financial assistance related to operations and capital improvements (Exhibit"A"); and, WHEREAS, the City will match the operational cost of $985,843 at 50/50, while the planning cost of$177,438 will be an 80/20 match, the 20 percent is $29,573; and, WHEREAS, PAT, has been awarded Transportation Development Credits (TDC) in the amount of$295,730 for capital projects. The TDC award makes all capital projects 100 percent FTA funded, a copy of the TDC award letter is attached as Exhibit"B"; and, WHEREAS,the planned program of projects expense for FY 2019 is attached as Exhibit "C„ NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct. THAT, the City Manager is hereby authorized to accept the FY 2018 formula grant, regarding PAT's operating assistance and capital improvements and approve the required local match. THAT, PAT has been awarded Transportation Development Credits (TDC) in the amount of$295,730 for capital projects. The TDC award makes all capital projects 100 percent FTA funded. THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. P.R. This letter awards 295,730 TDC to the City of Port Arthur for the Port Arthur urbanized area as match for security,facility enhancements, preventive maintenance, and software. The project will be funded with FY2018 federal Section 5307 Urbanized Area Formula Program funds as identified in TDC application TDC-2016-PORT ARTHUR-00227. In making this award the PTN Division has considered the potential of the projects to expand the availability of funding for public transportation projects and finds that the project meets the established goals set forth in Title 43, Texas Administrative Code, §5.102 to support public transit and maximize the use of available federal funds, particularly in situations in which federal funds otherwise would be unused because of the inability to provide the non-federal share. Upon execution of the Federal Transit Administration grant agreement, the agency must inform TxDOT - PTN of the Federal Award Identification Number(FAIN). This number will be entered as part of the TDC agreement. A TDC agreement must be in place in order for the TDC to be applied to an FTA grant.
