Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the execution and
submittal of the Project Completion report to the Texas General Land Office for the Hurricane
Ike Round 2.2 Community Development Block Grant—Disaster Recovery(CDBG-DR) contract
DRS220148.
Background:
Resolution number 13-269 authorized a grant agreement between the City of Port Arthur and the
Texas General Land Office(GLO) for the Texas Community Development Block Grant Round
2.2 funding Disaster Recovery Program in the amount of$10,301,777 for the following
infrastructure improvement projects:
1. Elevated Storage Tank
2. Bluebonnet Avenue Street Reconstruction
3. West 7th Street Reconstruction
4. 19`" Street Reconstruction
5. West 8th Street Reconstruction
6. Woodworth Boulevard Drainage
7. Demolition/Clearance Phase 1
8. Demolition/Clearance Phase 2
9. Clearance/Demolition Phase 1 Environmental Assessment
The projects are completed and the GLO contract will be closed by June 30, 2019.
The Project Completion report is required prior to closing the grant.

A RESOLUTION AUTHORIZING THE EXECUTION AND SUBMITTAL
OF THE PROJECT COMPLETION REPORT TO THE TEXAS
GENERAL LAND OFFICE FOR THE HURRICANE IKE ROUND 2.2
COMMUNITY DEVELOPMENT BLOCK GRANT — DISASTER
RECOVERY(CDBG-DR) GRANT (CONTRACT DRS220148).
WHEREAS, the City of Port Arthur has accepted the construction of various street,
flood and drainage, water system improvement, and demolition projects as described in Contract
DRS220148 ; and,
WHEREAS,the General Land Office requires a Project Completion Report be
completed to initiate the closeout process; now,therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager is hereby authorized to execute the Project Completion Report
and submit to the Texas General Land Office (GLO), see Exhibit"A".
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

a. All activities undertaken with funds provided under the contract identified in this report, have, to the best of my knowledge, been
carried out in accordance with the contract agreement;

d. GLO-DR funds were not used to reduce the level of local financial support for housing and community development activities;
e. No attempt to recover any capital costs of public improvements assisted in whole or in part with such funds by assessing any amount
against properties owned and occupied by persons of low and moderate income,including any fee charged or assessment made as a
condition of obtaining access to such public improvements unless (a) such funds are used to pay the proportion of such fee or
assessment that related to the capital costs of such public improvements that are financed from revenue sources other than such
funds; or (b) for purposes of assessing any amount against properties owned and occupied by persons of moderate income,
contractor certifies that it lacks sufficient funds under this contract to comply with the requirements of clause(a);
f. The persons to benefit from the activities described in Exhibit A, Performance Statement, of this contract are receiving service or a
benefit from the use of the new or improved facilities and activities;
g. For all activities undertaken with funds provided under the contract identified in this report,promotion of MBE participation has been
undertaken;
h. All requirements to Affirmatively Further Fair Housing have been met;and
i. Proper provision has been made for the payment of all unpaid costs and unsettled third-party claims and the State of Texas is under no
obligation to make any further payment to the recipient under the contract agreement in excess of the amount identified in the
Certificate of Expenditures table as"GLO-DR Reserved Funds".
