HomeMy WebLinkAboutPR 20885: DEGREASER FOR WASTEWATER TREATMENT City of " 4, nrt rthu Ti eus INTEROFFICE MEMORANDUM Date: May 30, 2019 To: The Honorable Mayor and City Council Through: Rebecca Underhill, Interim City Manager From: Donald Stanton, Interim Director of Utilities RE: PR 20885—Degreaser for Wastewater Treatment Introduction: The intent of this Agenda Item is to seek City Council's approval for the purchase of degreaser and other biological aids of the control of grease, odor, and other unacceptable wastewater conditions,in various lift stations throughout the city. The estimated annual total for all of these chemicals is $60,000, and is budgeted from Account No. 410-1255-532.29-02, Treatment Chemicals. It is recommended that City Council approve P. R. No. 20885, authorizing the purchase of various sole-source biological aids for the reduction of odor, fats, oils, grease, and other undesirable conditions in lift stations throughout the City of Port Arthur, by the Water Utilities Department. Background: Our Wastewater Conveyance crew will use these biological aids to keep sewer lines clear of fats, oils, and grease. We have tested several chemicals in different lift station environments and have found certain sole vendor-source products which work best in each unique lift station environment. We currently have found four (4) different chemicals that help us reduce odors and neutralize fats, oils,and grease in the collection system lift stations,depending on the unique challenges at each site (including pH, Condition of Solids, Grease Content and Concentration, Concentration of Solids, Detention Time in the lift station wet-well, etc). Budget Impact: We estimate that degreaser purchases this year for the Wastewater Conveyance Division will be $60,000. This amount has been budgeted and the chemicals will be purchased on an as-needed basis and charged to Account No. 410-1255-532.29-02, Treatment Chemicals. Recommendation: It is recommended that City Council approve P. R. A RESOLUTION AUTHORIZING THE DIRECTOR OF WATER UTILITIES TO PURCHASE VARIOUS DEGREASERS AND BIOLOGICAL AIDS, DELINEATING PROCEDURES FOR THE PURCHASE OF SUCH CHEMICALS, WITH A PROJECTED BUDGETARY IMPACT OF $60,000.00 FROM ACCOUNT NO. 410-1255- 532.29-02, TREATMENT CHEMICALS. WHEREAS,the Director of Water Utilities is responsible for wastewater lift stations and piping network; and, WHEREAS,odor, grease, sewer blockages,and other nuisance conditions occur in the lift stations and piping network from the wastewater conveyed throughout the City; and, WHEREAS, certain chemical additives reduce the odor, grease, sewer blockages, and nuisance conditions from the wastewater; and, WHEREAS, these chemical additives are not of standard chemical composition and are available only from one source because of patents, copyrights, secret processes, or natural monopolies; and, WHEREAS,these proprietary chemicals have to be tested at each lift station to determine if they can properly treat, and not create adverse conditions in the lift stations; and, WHEREAS, this purchase is authorized pursuant to Texas Local Government Code Section 252.022(a)(7)(A), which allows for a procurement of items that are available from only one source,including items that are available from only one source because of patents,copyrights, secret processes, or natural monopolies. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: P. R. No. 20885 5/30/19 ds Page 2 of 3 THAT,the facts and opinions in the preamble are true and correct; and, THAT, the Director of Water Utilities shall present to the City Council for approval the purchase of proprietary chemicals that are expected to cost more than $25,000 per year without advertising for bids; and, THAT, the Director of Water Utilities shall have the discretion to choose the amount of proprietary chemicals, so long as he does not exceed his yearly budget for this item,the chemicals are approved by the Texas Commission on Environmental Quality and National Sanitation Foundation, are successfully tested at the lift stations, and that the manufacturers thereof are financially stable and has liability insurance. If, through testing, the Director of Water Utilities discovers other proprietary chemicals that he desires to purchase in excess of$25,000 per year,he shall submit those chemicals to the City Council for adding to the approved list (Exhibit A); and, THAT, a copy of the caption of this Resolution shall be spread upon the Minutes of the Meeting of the City Council.
