HomeMy WebLinkAboutPO 6786: RETIREMENT AND TRANSFER WONERSHIP OF POLICE K-9 "ROCKY" 4 _ -___-_ City of % ortttxas www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: June 20, 2019 To: The Honorable Mayor and City Council Through: Rebecca Underhill, Interim City Manager From: Timothy Duriso, Chief of Police RE: P.O. 6786: Retirement and transfer ownership of Police K-9 "Rocky" Introduction: The intent of this Agenda Item is to seek the City Council's approval for the retirement of police canine"Rocky" and transferring the ownership of the canine to the personal care of Detective Rogelio Meza. Background: "Rocky" is an 1 lyear-old German Shepherd that the police department has owned for approximately 10 years and has been under the control of now-retired Officer Douglas Klinkhammer, and was then transferred to Detective Rogelio Meza during its police career. Rocky is at his end of service with the department. Detective Rogelio Meza has agreed to purchase Rocky from the City of Port Arthur for$1.00 and take ownership to personally care for and assume all responsibility and future care and cost associated with K-9 Rocky. Budget Impact: There is no budgetary impact for the retirement and transfer of ownership. Recommendation: It is recommended that City Council approve the retirement of police canine "Rocky" and transferring the ownership of the canine to the personal care of Detective Rogelio Meza. AN ORDINANCE AUTHORIZING THE RETIREMENT OF POLICE CANINE "ROCKY" AND TRANSFERRING THE OWNERSHIP OF THE CANINE TO THE PERSONAL CARE OF DETECTIVE ROGELIO MEZA. WHEREAS, the Police Department has a police canine known as Rocky that has been in service for the City for the past 10 years and has been assigned to K-9 handler Detective Rogelio Meza; and WHEREAS, because of Rocky' s age at 11 years old and deteriorating physical condition, he is at his end of service with the department; and WHEREAS, Detective Rogelio Meza has agreed to purchase Rocky for $1 . 00 and take possession and ownership of Rocky, assuming all future expenses and liability involved in the care and maintenance of the canine; and WHEREAS, it is deemed in the best interest of the City to approve the retirement and transfer of Rocky to Detective Rogelio Meza to personally care for and assume all responsibility and future care and cost of ownership. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct. Section 2 . That the City Council of the City of Port Arthur authorizes the retirement of police canine "Rocky" and transfers the ownership of the canine to the personal care of Detective Rogelio Meza, who agrees to assume all future responsibility, ownership, cost and care of the canine . Section 3 . That Detective Rogelio Meza shall sign this ordinance agreeing to the terms therein. Section 4 . That a copy of the Ordinance shall be spread upon the Minutes of the City Council . READ, ADOPTED AND APPROVED on this day of A.
