RE: P. R. 20888—Hauling Materials to Landfill
Introduction:
Approval of Proposed Resolution No. 20888 authorizing Change Order No. 1 to the contract
with Lake City Trucking of Lake Charles, Louisiana for the hauling of materials for the
Landfill, increasing the amount by$51,480.00 to a new total of$257,400.00.
Background:
On March 19, 2019,per Res. 19-100, the City entered into a three month agreement for a
hauling only contract for the Landfill due to contractor's inability to perform the hauling
portion of a previous contract. In an effort to prevent permit violation with the TCEQ staff
determined that a hauling only contract for a three-month period would be sufficient. At this
time staff has determined that a change order is needed, increasing the contract by 25%in
compliance with Section 252.048 of the Texas Local Government Code.
Budget Impact:
Funds are available the Public Works Landfill — Landfill Construction Account No. 403-1274-
533.59-02.
Recommendation:
It is recommended that City Council authorize the City Manager to approve P. R. 20888, as
discussed and/or outlined above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING CHANGE ORDER NO. 1 TO
THE CONTRACT BETWEEN THE CITY OF PORT ARTHUR
AND LAKE CITY TRUCKING OF LAKE CHARLES,
LOUISIANA FOR HAULING OF MATERIALS FOR THE
LANDFILL, INCREASING THE AMOUNT BY $51,480.00 TO A
NEW TOTAL OF $257,400.00; FUNDING IS AVAILABLE IN
ACCOUNT NO. 403-1274-533.59-02-00, PUBLIC WORKS
DEPARTMENT LANDFILL DIVISION — LANDFILL
CONSTRUCTION.
WHEREAS, pursuant to Resolution No. 19-100, the City Council authorized a contract
for the hauling of materials for the landfill with Lake City Trucking of Lake Charles, Louisiana;
and,
WHEREAS, the City continues to require the services of these contractors to provide
hauling services and avoid violations of the TCEQ permit for the landfill,and request authorization
to amend the contract in an amount not to exceed 25% of the contract price, in compliance with
Section 252.048 of the Texas Local Government Code; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the City Council hereby approves Change Order No. 1 to the contract with Lake
City Trucking of Lake Charles, Louisiana, which increases the contract by $51,480 to a new total
of$257,400.
THAT, funding is available in account 403-1274-533.59-02, Public Works Landfill
Division—Landfill Construction.
THAT, an authorized agent for Lake City Trucking will sign this resolution agreeing to
the Change Order.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
