RE: PR 20921 —A Resolution Authorizing the City Manager to Negotiate a Contract with Arceneaux Wilson& Cole LLC for the Remediation and Mitigation of All Lift Stations Damaged in the Harvey Flood Introduction: The intent of this Agenda Item is to seek City Council's approval for the City Manager to negotiate a contract with Arceneaux Wilson & Cole LLC of Port Arthur, Texas, for the remediation and mitigation of all lift stations damaged in the Harvey Flood. Water Utilities issued a Request for Qualification (RFQ) from engineering firms in order to pre-qualify, anticipating utilization of their professional services for lift stations/Harvey Flood related projects. Fourteen (14) qualifications packages were received; AWC was selected based on the evaluation of the qualifications packages. Background: The Water Utilities Dept. has twelve (12) lift stations which sustained damage during the Harvey Flood. These stations need remediation and mitigation. Budget Impact: A contract will be negotiated with AWC and the City Manager will present the contract for approval by council at an upcoming meeting. Recommendation: It is recommended that City Council approve PR 20921, authorizing the City Manager to negotiate a contract with Arceneaux Wilson & Cole of Port Arthur, Texas, for the engineering remediation and mitigation of all lift stations damaged by Harvey Flood. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A CONTRACT WITH ARCENEAUX WILSON & COLE LLC OF PORT ARTHUR, TEXAS, FOR THE REMEDIATION AND MITIGATION OF ALL LIFT STATIONS DAMAGED IN THE HARVEY FLOOD WHEREAS, the City of Port Arthur's Water Utilities Department has obtained funding from Texas Municipal League (TML), and more financial support is anticipated from Federal Emergency Management Agency (FEMA), via application, to assist in the losses received from the Harvey Flood; and, WHEREAS, the Water Utilities Department issued a Request for Qualifications (RFQ) from engineering firms for engineering and design services for Utility Projects and Harvey related projects; and, WHEREAS, fourteen (14) qualification packages were received, and have been evaluated by Purchasing, Engineering and Water Utilities, and a copy of the qualifications tabulation is attached hereto as Exhibit "A"; and, WHEREAS, the Water Utilities Department desires to utilize an engineering firm to remediate and mitigate all lift stations throughout our city which were damaged by Harvey Flood; and, WHEREAS, Arceneaux Wilson and Cole LLC was selected based on the evaluation of the qualifications packages. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions of the preamble are true and correct. That the City Manager is hereby authorized to enter into contract negotiations with Arceneaux Wilson & Cole LLC for the remediation and mitigation of all Harvey Flood damaged lift stations. Section 3. That a copy of the caption of the Resolution be spread upon the Minutes of the City Council.
