Nature of request:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to accept
Fiscal Year 2020 state small urban funding allocation with Texas Department of Transportation in the
amount of$437,290.00.
Background:
Each year the city of Port Arthur is allocated funding from the Public Transportation Fund for
operation expenditures for the Port Arthur Transit System. The funding is utilized for general
operations for transit.
Budget Impact:
This is a formula base grant with a 50/50 match. The match will come out of Transit's Operating
Budget.
Recommendation:
It is recommended that City Council authorize the City Manager to accept the small urban funding
allocation with the Texas Department of Public Safety,as discussed and or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT
FISCAL YEAR 2020 STATE SMALL URBAN FUNDING ALLOCATION
WITH THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT)
FOR PORT ARTHUR TRANSIT SYSTEM OPERATING FUND
ASSISTANCE IN THE AMOUNT OF $437,290.00. THIS IS A FORMULA
BASED GRANT WITH A 50/50 MATCH REQUIREMENT AVAILABLE IN
THE TRANSIT OPERATING BUDGET.
WHEREAS,the Texas Department of Transportation(TxDOT)has allocated$437,290.00
to Port Arthur Transit(PAT) for financial assistance towards operational expenses for Fiscal Year
2020 (attached as Exhibit"A"); and,
WHEREAS, all funds received by PAT through this grant from TxDOT will be used for
regular transit operation expenditures; and
WHEREAS, the use of these funds will enhance and supplement the needed expenses of
PAT.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.
THAT,the City Manager is hereby authorized to accept the Project Grant Agreement with
the Texas Department of Transportation (TxDOT) for financial assistance towards PAT
operational expenses as shown in Exhibit"A".
THAT,this is a formula-based grant with a 50/50 match, which will come out of Transit's
Operating Budget.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
