4 City of — I _ or! rl{ru /cuts INTEROFFICE MEMORANDUM Date: July 17, 2019 To: The Honorable Mayor and City Council Through: Rebecca Underhill, Interim City Manager From: Donald Stanton, Interim Director of Water Utilities RE: PR 20916—Pre-Qualification of Engineering Firms for Utility Projects Introduction: The intent of this Agenda Item is to seek City Council's approval for the Pre-Qualification of engineering firms (5) for Utility Projects based on an evaluation of RFQ submittals for a term of two years. The five (5) pre-qualified engineering firms are Arceneaux Wilson & Cole LLC of Port Arthur, Texas; Freese and Nichols of Fort Worth, Texas; Lockwood, Andrews & Newman, Inc. of Houston, Texas; Schaumburg & Polk of Beaumont, Texas; and Soutex Surveyors of Port Arthur, Texas. Utility Projects will include Water Distribution Main Replacement, Wastewater Collection Main Replacement, Water Storage Tank Rehabilitation/Repair, Wastewater Lift Station Rehabilitation/Repair, Wastewater Force Main Replacement, and Wastewater Treatment Plant Improvements. This Pre-Qualification will be for a two (2) year term. Back2round: The Water Utilities Dept., through the Purchasing Dept., and other professional City staff, have assisted in the pre-qualification of five (5) certain engineering firms in order that they, collectively, will provide professional services for upcoming Utility Operations projects. Budget Impact: None. Recommendation: It is recommended that City Council approve PR 20916, authorizing the City Manager to negotiate contracts as needed with five (5) pre-qualified engineering firms (Arceneaux Wilson & Cole LLC of Port Arthur, Texas; Freese and Nichols of Fort Worth, Texas; Lockwood, Andrews & Newman, Inc. of Houston, Texas; Schaumburg & Polk of Beaumont, Texas; and Soutex Surveyors of Port Arthur, Texas) to perform professional services for Utility Projects. Contracts to be submitted to City Council for approval. "Remember,we are here to serve the Citizens of Port Arthur" PR No. 20916 7/17/2019 to Page 1 of 3 RESOLUTION NO. A RESOLUTION REQUESTING CITY COUNCIL TO AUTHORIZE THE PRE-QUALIFICATION OF FIVE (5) ENGINEERING FIRMS: ARCENEAUX, WILSON & COLE LLC OF PORT ARTHUR, TEXAS; FREESE AND NICHOLS OF FORT WORTH, TEXAS; LOCKWOOD, ANDREWS & NEWMAN, INC. OF HOUSTON, TEXAS; SCHAUMBURG & POLK OF BEAUMONT, TEXAS AND SOUTEX SURVEYORS OF PORT ARTHUR, TEXAS, FOR THE PURPOSE OF PROVIDING PROFESSIONAL ENGINEERING SERVICES FOR UTILITY PROJECTS. THIS PRE-QUALIFICATION WILL BE FOR A 2 YEAR TERM. WHEREAS, the City of Port Arthur's Water Utilities Department. in its effort to maintain the Water Utilities infrastructure, has major projects underway; and, WHEREAS, in order to effectively continue the Water Utilities projects, professional engineering services are required for such projects, including the Water Distribution Main Replacement, Wastewater Collection Main Replacement, Water Storage Tank Rehabilitation/Repair, Wastewater Lift Station Rehabilitation/Repair, Wastewater Force Main Replacement, and Wastewater Treatment Plant Improvements; and, WHEREAS, it was deemed necessary to pre-qualify engineering firms based on the evaluation of a Request for Qualification(RFQ)on each engineering firm; and, WHEREAS, the City of Port Arthur, through the efforts of the Purchasing Division and other professional City staff, recommends contracting certain pre-qualified engineering firms who each have unique specialties that the staff recognizes as necessary to accomplish the work identified for professional services required for the upcoming Utilities projects for a two-year term; and, WHEREAS, the City of Port Arthur, through a pre-qualifying matrix process (see attached Exhibit "A"), deems that these five (5) engineering firms, Arceneaux, Wilson & Cole PR No. 20916 7/17/2019 to Page 2 of 3 LLC of Port Arthur, Texas; Freese and Nichols of Fort Worth, Texas; Lockwood, Andrews & Newman, Inc. of Houston, Texas, Schaumburg & Polk of Beaumont, Texas and Soutex Surveyors of Port Arthur, Texas, possess the qualifications needed to ensure that their engineering firm carries out the necessary professional engineering requirements for complex designs, including the Water Distribution Main Replacement, Wastewater Collection Main Replacement, Water Storage Tank Rehabilitation/Repair, Wastewater Lift Station Rehabilitation/Repair, Wastewater Force Main Replacement, and Wastewater Treatment Plant Improvements, on behalf of the Water Utilities Department's endeavor to complete Utility Projects. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions of the preamble are true and correct. Section 2. That the City Manager is hereby authorized to negotiate contracts with Arceneaux Wilson& Cole LLC of Port Arthur, Texas; Freese and Nichols of Fort Worth, Texas; Lockwood, Andrews & Newman, Inc. of Houston, Texas, Schaumburg & Polk of Beaumont, Texas and Soutex Surveyors of Port Arthur, Texas, to provide professional engineering services for Utility Projects when needed. Section 3. That a copy of the caption of the Resolution be spread upon the Minutes of the City Council.
