Introduction: The intent of this Agenda Item is to seek City Council's ratification for City Manager's emergency approval for repairs of the sewer main on West Port Arthur Road. The emergency repair to the 30" main and nearby abandoned manhole was done with City Forces. The Texas Department of Transportation (TXDOT) required a TXDOT certified contractor to handle the traffic control and a TXDOT certified contractor to build back the damaged section of roadway. The roadway was repaired by Brystar Contracting, Inc, of Beaumont, TX for $119,203.85. Crabtree Barricade Systems, Inc. of Beaumont, TX handled traffic control for the amount of $36,781.75. The total cost of the contractors is $155,985.60 and funds are available in account no. 410-1255-532.33-00, Sewer System Maintenance. Background: On March 6, 2019, the 30" sewer main on West Port Arthur Road ruptured, causing the street to cave in. Emergency approval was given by the City Manager to hire a contractor to assist in repairs to the ruptured pipe. Brystar Contracting, Inc., of Beaumont, TX, with Crabtree Barricade Systems, LLC of Beaumont, TX was hired for the repair, and the pipe repair is complete. Budget Impact: The total budgetary impact for this repair is $155,985.60. These funds will come from Account No. 410-1255-532.33-00, Sewer System Maintenance. Recommendation: It is recommended that City Council approve PR 20924, ratifying the emergency repairs to the 30" sewer main on West Port Arthur Road. A RESOLUTION REQUESTING THAT CITY COUNCIL RATIFY CITY MANAGER'S DECISION FOR THE EMERGENCY REPAIRS TO THE 30" SEWER MAIN ON WEST PORT ARTHUR ROAD FOR UTILITIES OPERATIONS DEPARTMENT BY BRYSTAR CONTRACTING, INC. AND CRABTREE BARRICADE SYSTEMS, LLC WITH A BUDGETARY IMPACT OF $155,985.60, ACCT NO. 410-1255-532.33-00, SEWER SYSTEM MAINTENANCE. WHEREAS, on March 6, 2019, there was a rupture in the 30" sewer main on West Port Arthur Road, which caused immediate public health and safety concerns; and, WHEREAS,the occurrence created an urgent response for repair; and, WHEREAS, this sewer main was repaired by Brystar Contracting, Inc. and Crabtree Barricade Systems, LLC, both of Beaumont, Texas, under emergency conditions authorized by the City Manager; and, WHEREAS, pursuant to Section 252.022(a)(2) this expenditure is authorized because it was a public calamity that required the immediate appropriation of money to preserve the property of the municipality's residents or to preserve the property of the municipality; and, WHEREAS, it is further authorized pursuant to Section 252.022(a)(3) because of' unforeseen damage to public machinery, equipment, or other property; and, WHEREAS, the maximum total budgetary impact for the repair of the sewer line is $155,985.60 (Exhibit B); and, WHEREAS, City Manager approved the necessity of these repairs to address an emergency event (Exhibit A). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, in order to protect the health and safety of our citizens, the City Council hereby approves and ratifies the expenses of the emergency repairs to the sewer main on West Port Arthur Road with a projected budgetary impact of$155,985.60 (Exhibit B); and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council. Interim City Manager From: Alberto Elefano, City Engineer RE: Emergency Repair of 30"Collapsed Sewer Pipe at West Port Arthur Road (Spur 93) The City of Port Arthur's sanitary sewer pipe collapsed at West Port Arthur Road(Spur 93)and Canal Street causing depressions on the TXDOT road(Spur 93). The utilities crew must repair the pipe and backfill the road to TXDOT standards. See attached details. The estimated collapsed pipe is between 80 to 100 LF. Contractors will sawcut the damaged areas. The City(Utilities Division) will then excavate and trench to the collapsed pipe. Utilities will then replace the collapsed pipe and surround it with rock backfill or equivalent and wrap it around in filter fabric per the standard detail. The contractor will then backfill and place new concrete on the road. The Engineering division solicited seven contractors to bid this project. Brystar Contracting, Inc. was the only contractor to place a bid. See attached bid. We are requesting approval to proceed with an emergency repair of the 30"collapsed pipe at West Port Arthur Road. At this time the estimated contract price for this project is $100,000.00.
