The City Council of the City of Port Arthur met in Special Session on Wednesday, May 15, 2019 at 10:30 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Derrick Freeman; Mayor Pro Tern Thomas Kinlaw, III.; Councilmembers Raymond Scott, Jr., Cal Jones, Harold Doucet, Sr., Charlotte M. Moses and Kaprina Frank; Interim City Manager Rebecca Underhill; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. II. ITEMS REQUIRING INDIVIDUAL ACTION A. Ordinances (1) P.O. No. 6772 — An Ordinance Canvassing The Returns And Declaring The Results Of The General Election, Held On May 4, 2019 For The Purpose Of Electing A Mayor In The City Of Port Arthur, Texas Una Ordenanza Que Examina Las Devoluciones Y Declara Los Resultados De La Eleccion General, Celebrada El 4 De Mayo De 2019 Con El Proposito De Elegir A Un Alcalde En La Ciudad De Port Arthur, Texas The Mayor introduced the above-mentioned Proposed Ordinance. Upon the motion of Councilmember Doucet, seconded by Mayor Pro Tem Kinlaw and carried, Proposed Ordinance No. 6772 becoming Ordinance No. 19-19. Voting Yes: Mayor Freeman; Mayor Pro Tern Kinlaw; Councilmembers Scott, Jones, Doucet and Moses. Voting No: None. The caption of Ordinance No. 19-19 reads as follows: ORDINANCE NO. 19-19 An Ordinance Canvassing The Returns And Declaring The Results Of The General Election, Held On May 4, 2019 For The Purpose Of Electing A Mayor In The City Of Port Arthur, Texas Una Ordenanza Que Examina Las Devoluciones Y Declara Los Resultados De La Eleccion General, Celebrada El 4 De Mayo De 2019 Con El Proposito De Elegir A Un Alcalde En La Ciudad De Port Arthur, Texas B. Resolutions (1) P. R. No. 20843 - A Resolution Documenting That Pursuant To The Amendment Of Section 9 Of Article II Of The City Charter Approved At The May 2, 1992 City Election In The City Of Port Arthur, Texas, District 4 Councilmember Shall Serve As Mayor Pro Tern And Shall Act As Mayor During The Absence Or Disability Of The Mayor And Shall Serve As Mayor Pro Tern Until May 2020 The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Doucet, seconded by Mayor Pro Tern Kinlaw and carried, Proposed Resolution No. 20843 becoming Resolution No. 19-192. Voting Yes: Mayor Freeman; Mayor Pro Tern Kinlaw; Councilmembers Scott, Jones, Doucet and Moses. Voting No: None. The caption of Resolution No. 19-192 reads as follows: RESOLUTION NO. 19-192 A RESOLUTION DOCUMENTING THAT PURSUANT TO THE AMENDMENT OF SECTION 9 OF ARTICLE II OF THE CITY CHARTER APPROVED AT THE MAY 2, 1992 CITY ELECTION IN THE CITY OF PORT ARTHUR, TEXAS, DISTRICT 4 COUNCILMEMBER SHALL SERVE AS MAYOR PRO TEM AND SHALL ACT AS MAYOR DURING THE ABSENCE OR DISABILITY OF THE MAYOR AND SHALL SERVE AS MAYOR PRO TEM UNTIL MAY 2020 III. SWEARING IN OF MAYOR PRO TEM The City Secretary administered the oath to Councilmember Doucet. IV. ADJOURNMENT OF MEETING Upon the motion by Councilmember Doucet, seconded by Mayor Pro Tern Kinlaw and carried unanimously, the City Council adjourned their Special Meeting at 10:37 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
