RE: PR 20851—Purchase 2019 Dodge Durango Police Unit- Gaming Enforcement
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
purchase a 2019 Dodge Durango Police Vehicle from Grapevine Dodge Chrysler Jeep of
Grapevine, Texas, through Buyboard Cooperative Purchasing Contract #521-16 in the amount
of$41,951.63.
Background:
City Council approved and adopted the Fiscal Year 2019 budget that included the purchase of a
police vehicle for the Police Department for Gaming Enforcement. Grapevine Dodge Chrysler
Jeep participates in the Texas Buyboard program and submitted a contract pricing worksheet in
the amount of$41,951.63 for a 2019 Dodge Durango Police Vehicle. The vehicle will be a
hybrid of an unmarked police vehicle with ghost graphics and covert emergency lighting but
will also be equipped with an in-car camera system and mounted computer system traditionally
installed in fully marked police vehicles. It will be utilized for spontaneous gaming site
inspections and covert surveillance of those sites as well.
Budget Impact:
Funds for this purchase are available in account number 625-1801-517.93-00.
Recommendation:
It is recommended that City Council approve the City Manager to authorize the purchase of a
2019 Dodge Durango Police Vehicle from Grapevine Dodge Chrysler Jeep of Grapevine,Texas,

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
PURCHASE A 2019 DODGE DURANGO POLICE VEHICLE FROM
GRAPEVINE DODGE CHRYSLER JEEP, OF GRAPEVINE , TEXAS
THROUGH BUYBOARD COOPERATIVE PURCHASING CONTRACT NO.
521-16 IN THE AMOUNT OF $41 , 951 . 63 PRIMARILY FOR THE
PURPOSE OF GAMING ENFORCEMENT; FUNDING AVAILABLE IN
ACCOUNT NO. 625-1801-517 . 93-00 .
WHEREAS , Chapter 271 of the Texas Government Code allows
a city, by resolution of its governing body, to participate in
cooperative purchasing programs, such as Texas Buyboard, as an
alternative to formal bid process; and
WHEREAS , pursuant to Resolution No. 02-341, the City of
Port Arthur entered into an interlocal agreement for
cooperative purchasing with Texas Buyboard; and
WHEREAS, the City Council approved and adopted the Fiscal
Year 2019 budget that included the purchase of a police
vehicle for the Police Department primarily for the purpose of
Gaming Enforcement; and
WHEREAS, a copy of the Buyboard contract pricing
worksheet for this vehicle is attached as Exhibit A; and
WHEREAS, funds for this purchase are available in account
number 625-1801-517 . 93-00 .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1 . That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Council hereby authorizes the
City Manager to purchase a 2019 Dodge Durango Police vehicle
from Grapevine Dodge Chrysler Jeep of Grapevine, Texas,
through Buyboard Cooperative Purchasing Contract No. 521-16 in
the amount of $41, 951 . 63 primarily for the purpose of gaming
enforcement .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
