I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Wednesday, July 3,
2019 at 10:30 a.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Pro Harold Doucet, Sr.; Councilmembers Raymond Scott, Jr., Cal Jones,
Thomas Kinlaw, III. and Charlotte M. Moses; Interim City Manager Rebecca Underhill;
City Secretary Sherri Bellard and City Attorney Valecia Tizeno.
Mayor Derrick Freeman and Councilmember Kaprina Frank were absent from the
Special Meeting.
Mayor Pro Tern Doucet chaired the meeting.
II. ITEMS REQUIRING INDIVIDUAL ACTION
A. Ordinance
(1) P.O. No. 6790 — An Ordinance Canvassing The Returns And
Declaring The Results Of The Runoff Election, Held On June
22, 2019 For The Purpose Of Electing A Mayor In The City
Of Port Arthur, Texas
The Mayor Pro Tern introduced the above-mentioned Proposed Ordinance.
Upon the motion of Councilmember Kinlaw, seconded by Councilmember Moses and
carried, Proposed Ordinance No. 6790 was adopted becoming Ordinance No. 19-37.
Voting Yes: Mayor Pro Tern Doucet; Councilmembers Scott, Jones, Kinlaw and Moses.
Voting No: None.

III. SWEARING IN OF MAYOR
The City Secretary issued the Oath and Statement of Elected Officer to the newly
elected Mayor, Thurman Bill Bartle.
Mayor Thurman Bill Bartle gave his acceptance speech.
Mayor Bartie chaired the meeting.
IV. ADJOURNMENT OF MEETING
Upon the motion by Mayor Pro Tern Doucet, seconded by Councilmember Kinlaw and
carried unanimously, the City Council adjourned their Special Meeting at 10:47 a.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
