RE: P.R. No. 21012 — A resolution calling for a public hearing to consider granting an
amendment to Appendix A, Section 7, Use of Land and Buildings; and Section 13, Mobile
Home District Regulations of the City of Port Arthur Zoning Ordinance.
Introduction:
The intent of this Agenda Item is to request a public hearing to consider amendments to Appendix A,
Section 7, Use of Land and Buildings; and Section 13, Mobile Home District Regulations of the City of Port
Arthur Zoning Ordinance as it relates to the location of mobile home and recreational vehicle parks in the
City of Port Arthur.
The request is to remove the allowance of mobile homes as a permitted use within the city, and to make
recreational vehicle parks allowed by right and/or special use permits in fewer districts.
Background:
In May, the City of Port Arthur updated Article III, Recreational Vehicle Parks, of Chapter 58, Manufactured
Homes, Mobile Homes, Recreational Vehicles and Parks of the City's Code of Ordinances. However, due
to time constraints and notification requirements for zoning amendments, updates to the Zoning Ordinance
were not made at that time. The overall goal is to continue to improve the standards set forth for these
developments in an effort to promote safe,orderly, and healthful development within the City of Port Arthur.
A public hearing was held by the Planning & Zoning Commission on August 5, 2019.

Recommendation:
It is recommended that City Council approve P.R. No. 20763, calling for a public hearing to consider
amendments to Appendix A, Section 7, Use of Land and Buildings; and Section 13, Mobile Home District
Regulations of the City of Port Arthur Zoning Ordinance as it relates to the location of mobile home and
recreational vehicle parks in the City of Port Arthur.
The public hearing shall be held on Tuesday, September 24, 2019 at 9:00 a.m.

A RESOLUTION CALLING FOR A PUBLIC HEARING TO CONSIDER
AMENDING APPENDIX A, SECTION 7, USE OF LAND AND BUILDINGS; AND
SECTION 13, MOBILE HOME DISTRICT REGULATIONS OF THE CITY OF PORT
ARTHUR ZONING ORDINANCE.
WHEREAS, City Council is considering amending Appendix A, Section 7, Use of Land and Buildings;
and Section 13, Mobile Home District Regulations of the Zoning Ordinance to remove the allowance of mobile
homes as a permitted use within the city, and to make recreational vehicle parks allowed by right and/or
special use permits in fewer districts, as delineated in Exhibit"A"; and,
WHEREAS, pursuant to Chapter 211 of the Texas Local Government Code, a public hearing must
precede any zoning change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the facts and opinions in the preamble are true and correct.
THAT in accordance with Section 211.007 of the Texas Local Government Code, the Planning and
Zoning Commission held a public hearing for this case on August 5, 2019, and voted 3:0 to recommend that
the City Council adopt this amendment to the Zoning Ordinance.
THAT a public hearing to consider whether to amend Appendix A, Section 7, Use of Land and
Buildings; and Section 13, Mobile Home District Regulations of the Zoning Ordinance to remove the
allowance of mobile homes as a permitted use within the city, and to make recreational vehicle parks allowed
by right and/or special use permits in fewer districts, shall be held on September 24, 2019 at 9:00 a.m. in the
City Council Chambers, Fifth Floor, City Hall, 444 Fourth Street.
THAT notice of the public hearing shall be published in the official newspaper of the City at least
fifteen days before going to the City Council.

THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
