RE: P. R. #21013 —Extension of the performance period of the 2018 Catholic
Charities' Community Development Block Grant contract
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the extension of the
performance period of the 2018 Catholic Charities Community Development Block Grant
(CDBG) contract.
Catholic Charities has requested an extension of its CDBG contract termination date from
August 27, 2019 to November 26, 2019. The three month extension will permit Catholic
Charities to expend its remaining$6,110 of 2018 Grant funds.
Background:
Resolution 18-364 approved awarding CDBG funds in the amount of$27,000 to Catholic
Charities.
Budget Impact:
Community Development Block Grant program is the only funding source.
Recommendation:
The intent of this Agenda Item is to seek the City Council's approval to extend the CDBG
contract termination date for Catholic Charities from August 27, 2019 to November 26, 2019.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING AN EXTENSION OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT CONTRACT
PERFORMANCE PERIOD OF CATHOLIC CHARITIES FROM AUGUST
27,2019 TO NOVEMBER 26,2019.
WHEREAS, pursuant to Resolution Number 18-364, City Council approved the contract
award of$27,000 to Catholic Charities for operating costs at the Hospitality Center; and,
WHEREAS, Catholic Charities has a balance of$6,110 and has requested to extend their
contract to continue their services from August 27, 2019 to November 26, 2019 (see Exhibit
"A"); and
WHEREAS, Catholic Charities operates the Hospitality Center that provides hot meals
to the homeless and very low income; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Council hereby authorizes the extension of the performance period of the
contract with Catholic Charities from August 27, 2019 to November 26, 2019, or until such
funds are exhausted whichever comes sooner, unless terminated as otherwise provided with the
contract; and,
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

RE: 2018 Community Development Block Grant (CDBG) Contract
Dear Ms. Essex,
I am in receipt of your letter dated July 23, 2019 notifying the current CDBG contract will expire
on August 27, 2019.
Our budget for use of CDBG funds included a line item to pay for security police details at the
Hospitality Center. Unfortunately, since Hurricane Harvey the police officers are not always
available to work the details which has delayed the expenditure of the CDBG funds. I apologize
we did not anticipate earlier in the grant year that this problem would not be resolved before the
end of the contract.
I am respectfully requesting a three month extension of the contract to allow full expenditure of
the contract funds.
Alternatively, I would request approval of an additional budget line item that could fully expend
the remaining balance. The operating budget for the Hospitality Center is more than $300,000
each year. There are definitely other expense categories for which we could apply the remaining
grant funds if permission is granted for us to do so.
