G=.........__ ort rtl►u www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: August 20, 2019 To: The Honorable Mayor and City Council Through: Ron Burton, Interim City Manager From: Alberto Elefano, P.E.; Director of Public Works RE: PR 21026—Texas Department of Transportation (TxDOT) Grants Program— Rider 38 Grant from the Maritime Division of TxDOT for the Sabine Pass Port Authority. Introduction: The intent of this Agenda Item is to inform City Council that the City of Port Arthur is pursuing an infrastructure grant from the Texas Department of Transportation Rider 38 Grant Program from its Maritime Division to improve access and drainage to the Port of Sabine Pass. Background: It is the City of Port Arthur's desire to pursue funding opportunities that will improve infrastructure, enhance the quality of life, and work toward revitalization of communities. The Port of Sabine Pass has seen an increase in truck traffic to the port on S l St Street. This two lane road can no longer safely accommodate the increased 18 wheeler traffic. The Rider 38 Grant would allow for a widening of the road, a turning lane to various businesses on the way to the port, and a turning area for the safe exiting. Additionally, there are drainage issues at the intersection of S. 1St Street at Granger Street that can be addressed with funding from this grant. To that end,this TxDOT Rider 38 Grant Program presents an ideal opportunity to improve traffic flow, increase safety for vehicles traveling on S. 1St Street, and potentially improve drainage in Sabine Pass, Texas. Budget Impact: There is no budget impact for participation in the Rider 38 Grant Program from the Maritime Division of TxDOT as this grant is 100% funded. Recommendation: This is an informational resolution for City Council review. A RESOLUTION OF NOTIFICATION OF THE CITY OF PORT ARTHUR'S INTENT TO PARTICIPATE IN THE RIDER 38 GRANT FROM THE MARITIME DIVISION OF THE TEXAS DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS TO STREET AND DRAINAGE ALONG S. 1ST STREET THAT PROVIDES ACCESS TO THE PORT OF SABINE PASS IN SABINE PASS, TEXAS. WHEREAS, the City of Port Arthur is constantly seeking funding opportunities for infrastructure repair and revitalization; and, WHEREAS, the Sabine Pass Port Authority that operates the Port of Sabine Pass has seen an increase in heavy truck and vehicle traffic along its access road of S. 1st Street; and, WHEREAS, the Texas Department of Transportation (TxDOT) has allotted funds to provide for improved access to roads leading to Texas ports through its Rider 38 Grant from the Maritime Division; and, WHEREAS, TxDOT will initiate its call for projects during the grant application period of September 1, 2019 through November 30, 2019; and, WHEREAS, the Sabine Pass Port Authority has expressed an interest in participating in the Rider 38 Grant Program to improve safety conditions and drainage along S. 1st Street in Sabine Pass, Texas; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, PR#21026 08/20/2019 mje Page 2 of 3 THAT, the City Manager of the City of Port Arthur is hereby notified of the projects the City is recommending for the Rider 38 Grant from the Maritime Division of TxDOT and invites input from City Council and the City Manager; and, THAT, a copy of the caption of this Resolution No. be spread upon the Minutes of the City Council.
