HomeMy WebLinkAboutPR14442: WOODCHIP REMOVALMemorandum City of Port Arthur, Texas Purchasing Division TO: Stephen Fitzgibbons, City Manager FROM: Joseph Broussard, Purchasing Manager DATE: November 2, 2007 SUBJECT: Proposed Resolution No. 14442 RECOMMENDATION The Solid Waste Division recommends the City Council's approval for MeadWestvaco Corporation, Silsbee, Texas to remove approximately 30,000 cubic yards of woodchips from the Port Arthur Landfill at No Cost to the City. BACKGROUND The Landfill has been grinding the brush and trees that was collected after Hurricane Huberto. This process expedites the ability to remove the debris. The landfill has accumulated approximately 30,000 cubic yards of woodchips that needs to be removed because of the fire hazard it creates. The Purchasing Division received four (4) bids as follows: MeadWestvaco Corporation, Silsbee, Texas No Charge DTS, Magnolia, Texas $2.50 per cu yard/$75,000 J.M. Kaufman, Port Arthur, Texas $2.50 per cu. yard/$75,000 Global Disaster Services, Inc., Beaumont, Texas $3.24 per cu yard/$97,500 MeadWestvaco Corporation, Silsbee, Texas will provide all equipment and manpower needed to complete the job of removing the woodchips from the Landfill at no charge to the City. On September 21, 2007, TCEQ gave the City permission to store the woodchips for on1y180 days. BUDGETARY AND FISCAL EFFECT No Charge STAFFING EFFECT None SUMMARY The Purchasing Division recommends the City Council's approval for MeadWestvaco Corporation, Silsbee, Texas to remove approximately 30,000 cubic yards of woodchips from the Port Arthur Landfill at No Cost to the City. PR 14442 P. R. NO. 14442 11/02/07 DF RESOLUTION NO. A RESOLUTION AUTHORIZING MEADWESTVACO CORPORATION OF SILSBEE, TEXAS TO REMOVE APPROXIMATELY 30,000 CUBIC YARDS OF WOODCHIPS FROM THE PORT ARTHUR LANDFILL AT NO COST TO THE CITY. WHEREAS, as a result of Hurricane Humberto, approximately 30,000 cubic yards of woodchips has accumulated from the grinding of brush and trees; and WHEREAS, TCEQ determined that the woodchips create a fire hazard and will only allow the Port Arthur Landfill to store the woodchips for 180 days; and WHEREAS, the Purchasing Division contacted several businesses and received four (4) informal bids; and WHEREAS, MeadWestvaco Corporation of Silsbee, Texas offered a bid to remove the woodchips at no cost to the City; and WHEREAS, MeadWestvaco Corporation of Silsbee, Texas will provide all equipment and manpower necessary to remove all woodchips; and WHEREAS, MeadWestvaco Corporation of Silsbee, Texas can begin immediately to remove the woodchips. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That, the City Council deems it is in the best interest of the City to authorize MeadWestvaco Corporation, Silsbee, Texas to remove approximately 30,000 cubic yards of woodchips from the Port Arthur Landfill at no cost to the City. PR 14442 Section 2. That, by accepting the MeadWestvaco Corporation's bid it will be a cost savings for the City of $75,000 because the next lowest bidder DTS of Magnolia, Texas bid $75,000 to remove the woodchips. Section 3. That, MeadWestvaco Corporation will provide all equipment and manpower necessary to remove approximately 30,000 cubic yards of woodchips at no cost to the City. Section 4. That, TCEQ determined the woodchips were a fire hazard and gave the City Landfill permission to store the woodchips for only a 180 day. Section 5. That, MeadWestvaco Corporation of Silsbee, Texas will sign the Resolution agreeing to the terms hereof. Section 6. That, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
