I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Moses gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Regular Session on Tuesday,
September 3, 2019 at 4:13 p.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Thurman "Bill" Bartie; Mayor Pro Tem Harold
Doucet, Sr.; Councilmembers Cal Jones, Thomas Kinlaw, III and Charlotte Moses;
Interim City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R.
Tizeno and Sergeant At Arms Police Chief Tim Duriso.
Councilmember Raymond Scott Jr. was absent from the Special Meeting due to medical
issues.
Councilmember Kaprina Frank was absent from the Special Meeting.
II. PUBLIC HEARING — 4:00 PM
(1) The Second Public Hearing To Receive Public Comment And
Hear All Persons Desiring To Be Heard On The Proposed Ad
Valorem Property Tax Rate For Tax Year 2019. A Tax Rate
Of $0.792000 Per $100 Valuation Has Been Proposed For
Adoption By The Governing Body Of City Of Port Arthur.
This Rate Exceeds The Lower Of The Effective Or Rollback
Tax Rate And State Law Requires That Two Public Hearings
Be Held By The Governing Body Before Adopting The
Proposed Tax Rate
The Mayor opened the above-mentioned Public Hearing at 4:14 p.m.
Interim Finance Director Kandy Daniel appeared before the City Council and gave an
overview of the above-mentioned item.
The Mayor requested to hear from anyone present in the audience who wished to
speak regarding the above-mentioned rezoning.
The following citizens appeared before the City Council to discuss the above-mentioned
Tax Rate:
Gloria Sanchez, 6625 Jade Avenue
Warren Field, 1147 60th Street
Upon the motion of Councilmember Moses, seconded by Councilmember Jones and
carried unanimously, the City Council closed the Public Hearing at 4:34 p.m.
III. BUDGET WORKSHOP
Interim City Manager Ron Burton and Interim Kandy Daniel appeared before the City
Council to give an overview and answer inquiries regarding the proposed FY 2019 -
2010 Budget.
Public Works Director Alberto Elefano, Park & Recreations Director Chandra Alpough
and Pleasure Island Director Jimmy Dike appeared before the City Council to answer
inquires regarding the proposed budget.
John Beard, 501 W. 15th Street, appeared before the City Council to discuss the
proposed budget.
IV. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Moses, seconded by Councilmember Jones and
carried unanimously, the City Council adjourned their meeting at 6:12 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
