INVOCATION, PLEDGE & ROLL CALL Mayor Bartie gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Regular Session on Tuesday, September 10, 2019 at 4:05 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman "Bill" Bartle; Mayor Pro Tern Harold Doucet, Sr.; Councilmembers Thomas Kinlaw, III, Charlotte Moses and Kaprina Frank; Interim City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Councilmembers Raymond Scott, Cal Jones were absent from the Special Executive Meeting. II. *CLOSED MEETING (EXECUTIVE MEETING) Closed Meeting: (1) Section 551.071 Government Code — To Discuss And Receive Legal Advice From The City Attorney Regarding Potential And/Or Pending Litigation Involving The City of Port Arthur (2) Section 551.072 Government Code — To Discuss Or Deliberate The Purchase, Exchange, Lease, Or Value Of Real Property Located In The Jade Ave Business Park (3) Section 551.072 Government Code — To Discuss Or Deliberate The Purchase, Exchange, Lease, Or Value Of Real Property Located In Downtown Port Arthur, Industrial District/ET) And Pleasure Island (4) Section 551.087 Government Code — To Discuss Economic Development Incentives In The Industrial District/ET] The City Council recessed their meeting at 4:09 p.m. to meet in Executive Session to consider the above-mentioned topics, and reconvened their meeting at 5:30 p.m. with the following members present: Mayor Bartle; Mayor Pro Tern Doucet; Councilmembers Kinlaw, Moses and Frank; Interim City Manager Burton; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Duriso. MOTION IN OPEN SESSION I Move That The City Of Port Arthur Accept The Terms Of The Settlement Agreement Between The City Of Port Arthur And Action Engineering PLCC For Payment To The City Of Port Arthur In The Amount Of $19,346.00 And Authorize The City Manager To Execute The Agreement Upon the motion of Councilmember Moses, seconded by Councilmember Kinlaw and carried, the above-mentioned motion was adopted. Voting Yes: Mayor Bartie; Mayor Pro Tem Doucet; Councilmember Kinlaw, Moses and Frank. Voting No: None. III. ADJOURNMENT OF MEETING Upon the motion by Councilmember Moses, seconded by Councilmember Kinlaw and carried unanimously, the City Council adjourned their meeting at 5:31 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
