A RESOLUTION AUTHORIZING THE CALLING OF A
PUBLIC HEARING ON TUESDAY,OCTOBER 22ND AT 9:00
A.M. TO CONSIDER WHETHER OR NOT TO ISSUE A
MAJOR PIPELINE PERMIT TO ENTERPRISE TE
PRODUCTS PIPELINE COMPANY, LLC OF HOUSTON
TEXAS FOR THE INSTALLATION OF A TWELVE (12")
AND SIXTEEN (16") INCH BURIED CARBON STEEL
PIPELINE WITHIN -THE CITY LIMITS OF PORT
ARTHUR, TEXAS.
WHEREAS, Enterprise TE Products Pipeline Company, LLC of Houston, Texas has
applied for a major pipeline permit to install a twelve (12') and sixteen(16") inch buried carbon
steel pipeline to transport ethane as shown on Exhibit "A" within the city limits of Port Arthur,
Texas; and,
WHEREAS,Enterprise TE Products has submitted all required documents and information
for their major pipeline permits to be considered for approval.
NOWTHEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
THAT,the facts and opinion in the preamble are true and correct; and,
THAT, a Public Hearing before the City Council on the major pipeline permits requested
by Enterprise TE Products will be held on Tuesday, October 22", 2019 at 9:00 A.M. in the 5th
Floor Council Chambers, City Hall, Port Arthur, Texas; and,
THAT,the City Secretary shall cause notice of the Public Hearing to be to published in the
official newspaper of the City of Port Arthur not less than ten (10) days prior to the date of the
public hearing; and,
THAT, a copy of the caption of this Resolution shall be spread upon the Minutes of the
City Council.

Proposed 12-Inch Pipeline
Application for Major Pipeline Permit
Ms. Bell:
Enterprise TE Products Pipeline Company LLC(Enterprise) is respectfully requesting a permit to install a
12-inch buried carbon steel pipeline that will transport ethane within the city limits of Port Arthur,Texas
as more fully shown on the attached permit drawings. The pipeline originates within the city limits at a
proposed pump station between Jefferson County Drainage District No. 7's Main C and Main B canals.
From the proposed pump station,the proposed pipeline goes northeast following a preferred route(i.e.
according to the City's 2013 Preferred Pipeline Route Map)across Adams Park,Park Road, and 9`h
Avenue;however, shortly thereafter the pipeline has to move to a non-preferred route to facilitate the
horizontal directional drill(HDD)of the KCS railroad,Hwy 347, and Hwy 136 interchange when exiting
the Port Arthur city limits.The proposed pipeline will then traverse the city limits of Port Neches and
Groves before reentering the city limits of Port Arthur at Pinetop Road. The proposed pipeline follows
existing pipelines from Pinetop Road to the terminus at the Total Refinery;however,there are no
preferred or non-preferred city routes in this area. The pipeline will cross Pinetop Road,39th Street,
abandoned Atlantic Avenue, Terrell Street, and 32°a Street via HDD. Enclosed you will find the
following:
1. An executed Major Pipeline Permit Form/Hold Harmless Agreement/Affidavit
2. A Pipeline Installation Bond in the amount of$45,000
3. Certificate of Insurance
4. A check in the amount of$1,500 for the application fee
5. One(1)set of the permit drawings.

Proposed 16-Inch Pipeline
Application for Major Pipeline Permit
Ms. Bell:
Enterprise TE Products Pipeline Company LLC(Enterprise) is respectfully requesting a permit to install a
16-inch buried carbon steel pipeline that will transport ethane within the city limits of Port Arthur, Texas
as more fully shown on the attached permit drawings. The pipeline originates at Enterprise's Beaumont
Tank Farm and enters the city limits of Port Arthur west of West Port Arthur Road in a location where
there are no preferred pipeline routes(i.e. according to the City's 2013 Preferred Pipeline Route Map);
however,shortly thereafter the pipeline follows preferred routes to the terminus at a proposed pump
station between Jefferson County Drainage District No. 7's canal Main C and Main B. The proposed
route does not cross any city roads or property. Enclosed you will find the following:
1. An executed Major Pipeline Permit Form/Hold Harmless Agreement/Affidavit
2. Certificate of Insurance
3. A check in the amount of$1,500 for the application fee
4. One(1)set of the permit drawings.
A bond has not been submitted with this application because no city roads were crossed; however, contact
Michael Capello per below if a bond is needed.
