RE: P. R. No. 21074—Resolution authorizing a grant application for a complete
2020 Census Count in Texas
Introduction:
The intent of this Agenda Item is to seek the City Council's approval of Proposed Resolution
No. 21074, authorizing a grant application to the HOGG Foundation for Mental Health's 80th
Anniversary initiative for a complete 2020 Census Count in Texas.
Background:
A complete count of the citizens of Port Arthur is critical in ensuring the citizens receive the
needed benefits from federal funding totaling over$675 billion dollars,as well as apportionment
of representatives in the U.S. House of Representatives for various states; including Texas;
making it necessary to ensure that each of its citizen is properly counted.
The Hogg Foundation for Mental Health has offered grant funding to assist entities in obtaining
a complete count in Texas jurisdictions.
A Census of the people of the United States shall be performed as directed by the United States
Constitution on April 1, 2020.
Budget Impact:
None
Recommendation:
It is recommended that City Council approve Proposed Resolution No. 21074, authorizing a
grant application to the HOGG Foundation for Mental Health's 80th Anniversary initiative for a
complete 2020 Census Count in Texas.

A RESOLUTION AUTHORIZING A GRANT APPLICATION
TO THE HOGG FOUNDATION FOR MENTAL HEALTH'S
80th ANNIVERSARY INITIATIVE FOR A COMPLETE 2020
CENSUS COUNT IN TEXAS
WHEREAS, Article I, Section 2, Clause 3 of the United States Constitution directs
that an enumeration (census) of the citizens of the United States shall be performed every
ten(10) years; and,
WHEREAS, a census of the people of the United Sates shall be performed as
directed in the United States Constitution on April 1, 2020; and,
WHEREAS, the 2020 Census will determine the distribution of over $675 billion
dollars of federal funds as well as apportionment of representatives in the U. S. House of
Representatives for the various states; and,
WHEREAS, a complete count of the citizens of Port Arthur is critical in ensuring
the citizens receive the needed benefits of the referenced funds; and,
WHEREAS, the City Council of the City of the Port Arthur desires to ensure that
each of its citizen is properly counted; and,
WHEREAS, the Hogg Foundation for Mental Health has offered grant funding to
assist entities in obtaining a complete count in Texas jurisdictions; and
WHEREAS, the City Council of the City of Port Arthur deems it reasonable and
prudent to apply for said grant funding, now,therefore:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR,TEXAS:
Section 1: That the facts and opinions of the preamble are true and correct.

Section 2: That the City Council of the City of Port Arthur hereby directs the City
Manager to do all things necessary to submit an application to the Hogg Foundation for
Mental Health Census 2020 Texas complete count grant funding initiative.
Section 3: That a copy of the caption of the Resolution be spread upon the
Minutes of the City Council.
