Comment Recommendation: I recommend that the City Council adopt proposed Resolution No. 21083, which authorizes the City Manager to enter into a professional services contract with J.S. Edwards and Sherlock Insurance Agency for employee health insurance and benefits consulting services at a cost of$2,075 per month ($24,900 annually) effective November 1, 2019. Staff is recommending a one-year contract with an automatic one-year renewal, subject to the availability of funds and agreement of both parties. Said contract to begin 11/01/2019 with an ending date of 10/31/2021, if renewed. Background: As you are aware, the City, as are many other employers, is wrestling with constantly rising costs associated with the provision of major medical (health and dental) insurance coverage, the effects of the GASB 45 reporting requirements as well as the impact of the provisions of the Affordable Care Act (ACA) on the City's health insurance plan for active and retired employees and their dependents. This Resolution authorizes the City Manager to enter into a professional services contract renewal with J.S. Edwards & Sherlock Insurance Agency to provide the consulting services of Mr. Mickey Moshier. The experience of, and consulting services provided by, Mr. Mickey Moshier over the past years have been invaluable in reducing or containing plan costs, making prudent plan changes, and in assisting with communication with health insurance and medical providers. We are confident he will continue to perform at the same level of commitment, efficiency, and dedication in the future. Budgetary/Fiscal Effect: Funding will be from Fund No. 614— Health Insurance Fund. Staffing/Employee Effect: None. Edwards and Sherlock Insurance Agency 11/1/19 Renewal The scope of services between the City of Port Arthur and J.S. Edwards and Sherlock Insurance Agency shall consist of: To assist the City in designing and/or maintaining current health, dental,•and life insurance plans including modification or addition of cost containment features to the plans,revisions to contracts and related matters. To assist in the preparation of bid specifications for insurance and for requests for proposals to administrators,provide the City with a detailed analysis of proposals received,and advise the City regarding the award of insurance and/or administrator, and contemplated changes in programs or levels of benefits. To represent the City in the resolution of administrative problems with insurance carriers. Review services provided by carriers to ensure compliance with terms of the contracts. Work with carriers to ensure that there is a system in place for timely resolution of claim payment problems and to minimize the number of such problems. To edit and format existing communication materials including summary plan descriptions and annual open enrollment materials. Assist as needed with the transition between insurance carriers when such a change occurs. • To monitor proposed State and Federal legislation and it's impact on the City's plans and keep appropriate City personnel informed of changes and trends in the benefits field. To assist the City in the implementation of plan changes necessitated by labor agreements,legislative action,and/or carrier policy provisions. To propose and cost out various enhancements and cost management strategies that arise during labor negotiations. Mickey Moshier will be the only member of the Agency designated to handle the City of Port Arthur account. In the event of his incapacitation due to illness,injury,or death, the parties may agree on a substitute to act as consultant. This is a twelve(12) month Agreement,payable at the rate of$2075 per month, effective November 1,2019 and includes an automatic one-year renewal, subject to the availability of funds and agreement of both parties Either party may cancel the Agreement by providing 60 days written notice.
