Richard, Fire Chief RE: PR 21134, Purchase 16 SCBAs & 8—60 Min Bottles Breathing Air Cylinders Introduction: The intent of this Agenda Item is to seek the City Council's approval of Proposed Resolution 21134 authorizing the purchase of sixteen (16) MSA Self Contained Breathing Apparatus (SCBA), which includes spare 45-minute cylinders, rechargeable batteries and integrated thermal imaging cameras, and an additional eight(8) 60-minute breathing air cylinders. Background: The Department maintains an inventory of 60 SCBAs and is in the process of removing older units that have reached the end of useful life (cylinders have to be taken out of service after 15 years) from service. We currently have thirty-four (34) new model SCBAs on hand. This purchase will bring the total to sixty(60)and will complete the replacement plan. The purchase of the additional eight (8) 60-minute breathing air cylinders replace the cylinders that have reached the end of their service life and by law must be retired from service. Casco is the sole source vendor for MSA municipal fire service market for our area. Budget Impact: Funds are budgeted FY 2019-2020 budget and are available in Fire Department Account No. 001-1121-522.92-00 in the total amount of$135,080.00. Recommendation: The Fire Department recommends approval of this resolution. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE SIXTEEN (16) SELF CONTAINED BREATHING APPARATUS (SCBA) AND EIGHT (8) SIXTY-MINUTE SCBA CYLINDERS FROM CASCO INDUSTRIES OF HOUSTON, TEXAS IN THE TOTAL AMOUNT OF $135, 080 . 00; FUNDING AVAILABLE IN ACCOUNT NUMBER 001-1121-522 . 92-00 WHEREAS, the Fire Department has found it necessary to purchase sixteen (16) SCBAs and eight (8) SCBA cylinders to replace units that have reached the end of their useful lifetime; and WHEREAS, the Port Arthur Fire Department currently uses MSA products, and it would not be prudent to mix and match different manufacturers due to maintenance and compatibility issues; and WHEREAS, this procurement is exempt from the bid process under Texas Local Government Code Section 252 . 022 , General Exemptions (7A) , a procurement of items that are available from only one source, including items that are available from one source because of patents, copyrights, secret processes, or natural monopolies ; and WHEREAS, the price for each SCBA unit includes a spare cylinder, rechargeable battery, and integrated thermal imaging camera; and WHEREAS, a copy of the pricing worksheet for the SCBA' s and cylinders are attached as Exhibit A; and WHEREAS, Casco Industries is the sole source vendor for MSA in this area, attached as Exhibit B; and WHEREAS, funds are budgeted and are available for this purchase in the total amount of $135, 080 in Account No. 001- 1121-522 . 92-00; and WHEREAS, the Fire Department recommends to the City Council that the City Manager be authorized to purchase sixteen (16) SCBAs and eight (8) SCBA cylinders to replace units that have reached the end of their useful lifetime .
